Cyber Response Teams

The Cyber Response Teams (CRT) specifically support local units of government in Wisconsin with cybersecurity.  The CRT develop technical skills to assist with:


 · Prevention: The capabilities necessary to avoid, prevent, or stop a threatened or actual act of terrorism. As defined by Presidential Policy Directive 8, the term “prevention” refers to preventing imminent threats.

 · Protection: The capabilities necessary to secure the homeland against acts of terrorism and manmade or natural disasters.

 · Mitigation: The capabilities necessary to reduce loss of life and property by lessening the impact of disasters.

 ·  Response: The capabilities necessary to save lives, protect property and the environment, and meet basic human needs after an incident has occurred.

 · Recovery: The capabilities necessary to assist communities affected by an incident to recover effectively.

Here is an example of what the CRT can do for you!

On June 4, 2018: Cyber Response Team (CRT) received a call from a technical college regarding their IT environment being almost entirely infected with ransomware. The college requested immediate CRT assistance. Items infected included: all DCs, all Backups, some Peoplesoft software, all VM environments and most workstations (If not all). A combination of CRT and National Guard/National Air Guard were assembled to give 24/7 continuous response for 4 days.

The following list of positions are available with the Division of Enterprise Technology:

 

Enterprise Cloud Specialist/Architect - This position is the primary contact and program manager for the State of Wisconsin’s cloud computing strategy. This strategy would include but not be limited to cloud adoption planning, cloud application design/deployment, and cloud monitoring and management. This position has enterprise-wide responsibility and acts as the statewide expert for cloud computing related matters and provides guidance to the DET Chief Technology Officer and Senior leadership on the development, implementation, and management of technical architecture platforms for agencies and across the enterprise.

IT Audit and Compliance Specialist - Under the general supervision of the Security Audit and Compliance Section Chief / Deputy CISO, this position provides technical guidance, special analyses and consulting services on the operations and adequacy of security controls and compliance with federal and state regulations (e.g. Criminal Justice Information Services (CJIS), Family Educational Rights and Privacy Act (FERPA), Federal Tax Information (FTI), Health Insurance Portability and Accountability Act (HIPAA), Payment Card Industry (PCI), Social Security Administration (SSA), etc.)

IT Security Analyst - Under the general direction of the Security Operations Supervisor, this position functions as a technical analyst in cyber security incident management for the enterprise ensuring incidents are properly identified, analyzed, communicated, actioned/defended, investigated and reported.

Manager, DET Project Management Office - This management position directs the operational activities of the Enterprise Project Management Office (PMO) whose mission is to provide enterprise project management and business analysis services to State of Wisconsin enterprise IT initiatives. This manager supervises a staff of business analysts and project managers primarily focused on providing project management services to enterprise related IT initiatives across the state.

Oracle Enterprise Database Systems Specialist - This position is responsible for providing technical expertise and support for database and data communications systems software products (e.g. internal DB/DC monitoring tools, Oracle Enterprise database on Linux operating systems, database backup/recovery software, etc.).  Primary activities include: DB/DC system software technical support; process optimization; identification, application testing and acceptance of software maintenance provided by vendors; and problem resolution.

IBM Software License Cost Savings Projections

Mainframe rates have continued to drop over the years, this reduction was due to efficiencies gained through performance and tuning, reductions in hardware costs, and monitoring software use. In December 2017, DET implemented a new IBM mainframe (model z14) because the old mainframe was going off of IBM support. With the implementation of the new hardware, DET realized a 10% decrease in IBM mainframe software licensing. 

DET mainframe services will also see another cost savings of an estimated $300,000 by eliminating several SAS add-on products.  SAS is a data manipulation programming tool used by agencies and DET on the mainframe as well as other platforms. DET worked with customers utilizing the features of the add-ons to provide alternative solutions with the same business data the SAS add-ons were providing. Once the changes were made, DET was able to cancel the old products thus saving licensing costs. 

Another major change, estimated at a $1.2 million in annual savings, is related to IMS and where it operates. IMS is a database and transaction processing product used by multiple customer agencies on the mainframe. IMS is licensed by the total processing power available for use on the systems and where it runs. New smaller logical partitions (LPARS) were created on the exiting IBM mainframe machine. The IMS systems were moved to the new smaller LPARS, which in turn reduced licensing costs.  The IMS systems do not have nearly as much processing power available to them when deployed in the smaller LPARS. However, these smaller LPARs are still able to provide IMS with sufficient processing power to provide the same level of service that is required for the applications that utilize IMS.
