Wisconsin: A Model for Welfare Reform

In Wisconsin, we want to empower people to move from government dependence to true independence. But how do we do that?

Well, our budget proposal includes bold welfare reform that works to remove barriers to employment and build skills through hands-on job training. We're seeking federal waivers to launch a pilot program that would require able-bodied adults with school-aged children to be employed, enrolled in a job training program, or actively looking for a job. They must also pass a drug test.

This is not meant to be a punishment or an effort to prevent people from finding work. It does just the opposite – it makes it easier for people to find stable, family-supporting careers. If someone fails a drug test, we help provide rehabilitation so they can get healthy and ready to enter our workforce.

We’re more than happy to help Wisconsinites who are down and out. But we truly believe public assistance works best when it serves as a trampoline, not a hammock.


First Lady Tonette Walker: Trauma-Informed Care Has the Power to Change Outcomes

This week, I’m in Washington D.C. to meet with federal agency leaders and lawmakers about my initiative, Fostering Futures.

Fostering Futures, which works to transform systems by using trauma-informed care, is very near and dear to my heart. This trip is about raising awareness about the importance of better recognizing, understanding, and addressing the effects of trauma and toxic stress on the lives of children and families throughout our state – and the nation.

We want Wisconsin to be a national leader when it comes to promoting and implementing trauma-informed care. Adverse Childhood Experiences, or ACEs, which are a proxy for toxic stress, can have long-term negative effects, even years after childhood events. 

Trauma-informed care utilizes the science and research behind toxic stress to shift perspectives and gives us more effective ways to support and serve kids, families, and communities. Training people to recognize ACEs means they’re more likely to understand and approach situations in a new way.

And that has the power to change outcomes.
