Changes to the Wisconsin Fund (Updated 2/1/18)
This memo contains important information about the future of
the Wisconsin Fund Program. The 2017-2019 bi-annual state budget known as 2017
Wisconsin Act 59, contains two critical changes:
- The environmental loan
program which allowed no-interest loans to counties for applicants who did
not qualify for a grant was eliminated.
This change was effective immediately upon passage of the budget. No applications were ever received for
this option during the history of the program.
- The grant option under the
Wisconsin Fund will sunset on June 30, 2021 at the end of the next
bi-annual state budget. To qualify
for a grant before the program ends, applications to the Department from
participating counties must be postmarked by January 31, 2020. Replacement POWTS with grants approved
during the final budget cycle must be installed before the program sunsets
on June 30, 2021. This date is
highlighted as the project period for installation of replacement systems
ordinarily ends on December 31 following an approved grant.
The budget allocates $840,000 over the next two years.
Pursuant to s. 145.245 (9) (a), Stats, a governmental unit
must comply with the maintenance provisions of this section as a condition for
obtaining Wisconsin Fund grants.
