Funding List Published For Lead Service Line Replacement Program For State Fiscal Year 2027
The Wisconsin Department of Natural Resources' Environmental Loans Section published the state fiscal year 2027 Lead Service Line Replacement Program funding list on the DNR’s Project Lists and Intended Use Plans webpage on Oct. 22, 2026.
The funding list identifies all lead service line (LSL) projects with a valid financial assistance application submittal, in priority score order, for the state fiscal year 2027 funding cycle. The funding list identifies each project’s requested project costs and breaks those costs between "Private Side Costs" and "Remaining Costs." Estimated loan and principal forgiveness amounts for private side and remaining costs are also included. Note that the Lead Service Line Replacement Program interest rate is not tied to the current market interest rate and is instead set at 0.25%.
Not all LSL projects received an allocation of funding. If funding from the base Safe Drinking Water Loan Program (SDWLP) becomes available, it will be offered to LSL projects at normal SDWLP interest rates (either 55% or 33% of the state’s market rate) rather than the 0.25% rate for loan funds from the Lead Service Line Replacement capitalization grant. LSL applicants will have until Jan. 29, 2027, to express interest in base program funding. Any available funding will then be allocated in priority score order to the applicants who responded by that date.
