Attention: Environmental Loans Process Improvements Postponed To SFY 2029
Based on feedback received during the public comment period, the implementation of the Environmental Loans Program Process Improvements Proposal will be postponed until the state fiscal year (SFY) 2029 funding cycle.
For SFY 2028, the current Clean Water Fund Program (CWFP) and Safe Drinking Water Loan Program (SDWLP) requirements and loan application timelines will remain in effect, with one exception: the Intent to Apply (ITA) and Priority Evaluation & Ranking Formula (PERF) deadline is Jan. 15, 2027 instead of Oct. 31, 2026.
Municipalities should submit ITAs only for projects that are expected to move forward with a loan application. Submitting ITAs for projects that will not move forward in SFY 2028 slows down the review process and delays publication of the Project Priority Lists, which must be available before the application deadlines. Please submit ITAs only for projects that are ready to move forward in the funding process.
The application deadlines remain unchanged for SFY 2028:
- SDWLP: June 30, 2027
- CWFP: Sept. 30, 2027
The ITA/PERF online system is planned to open on Oct. 23, 2026. For information about the online system and how to obtain access, visit the Online Systems webpage.
Please note, municipalities applying for lead service line (LSL) replacement projects will be required to fill out the regular SDWLP PERF this funding cycle. This change is to allow LSL projects to compete for base program funding if there is not enough LSL funding available for all applicants.
