Attention: Environmental Loans Program Process Improvements Proposal Available For Public Comment
The Wisconsin Department of Natural Resources (DNR) and the Department of Administration (DOA) have identified opportunities to improve the funding process of the Clean Water Fund Program (CWFP) and the Safe Drinking Water Loan Program (SDWLP).
The Environmental Loans Program Process Improvements Proposal outlines the planned changes to the loan funding process.
- All new deadlines to significantly reduce the amount of time between the notice of intent to apply (ITA) submittal and the first disbursement of funds.
- Require approvable, biddable plans and specifications with the ITA submittal.
- Allow ITAs to remain valid over multiple years to eliminate repetitive annual submissions, thus reducing the administrative workload for municipalities, their designated representative (e.g., consultant) and DNR staff.
- Distribute loan closings throughout the calendar year to reduce the concentrated surge of closings typically seen by DNR and DOA at the end of the funding cycle.
