Funding List Published For Lead Service Line Replacement Program
The Wisconsin Department of Natural Resources (DNR)'s Environmental Loans Section published the state fiscal year 2026 Lead Service Line Replacement Program funding list on the DNR’s Project Lists and Intended Use Plans webpage on Dec. 10, 2025.
The funding list identifies all lead service line (LSL) projects with a valid financial assistance application submittal, in priority score order, for the state fiscal year 2026 funding cycle. The funding list identifies each project’s requested project costs and breaks those costs between "Private Side Costs" and "Remaining Costs." Estimated loan and principal forgiveness amounts for private side and remaining costs are also included. Note that the Lead Service Line Replacement Program interest rate is not tied to the current market interest rate and is instead set at 0.25%.
Not all LSL projects received a full allocation of funding. $40 million has been reserved from base Safe Drinking Water Loan Program funds to provide additional funding for LSL projects. These funds will be offered at normal Safe Drinking Water Loan Program interest rates (either 55% or 33% of the state’s market rate), rather than the 0.25% rate for loan funds from the Lead Service Line Replacement capitalization grant. The LSL applicants will have until Feb. 27, 2026, to request access to this base program funding.
