Draft Funding Lists Published For Safe Drinking Water Loan Program And Lead Service Line Replacement Program
The Wisconsin Department of Natural Resources (DNR)'s Environmental Loans Section published the state fiscal year 2025 Safe Drinking Water Loan Program and Bipartisan Infrastructure Law-funded Lead Service Line Replacement Program draft funding lists on the Project Lists and Intended Use Plans webpage on Nov. 4, 2024.
The corresponding program’s draft funding list identifies all projects with a valid financial assistance application submittal, in priority score order, for the state fiscal year 2025 funding cycle. The draft funding list identifies each project’s subsidized loan interest rate, requested project costs, estimated loan amount and estimated principal forgiveness amount. Note that the Lead Service Line Replacement Program interest rate is not tied to the current market interest rate and is instead set at 0.25%.
Applicants have 30 days to object to the Priority Evaluation and Ranking Formula (PERF) score determination once the draft funding list has been posted. The DNR will post the final funding lists after this period has passed and the DNR’s Bureau of Drinking Water and Groundwater has had a chance to review and make determinations on all submitted PERF score objections. The project priority ranking on the draft funding list is subject to change on the final funding list based on any successful PERF score objections that are received.
