Facilities now have the option to use e-Signature when submitting air permit application documents to the Wisconsin Department of Natural Resources (DNR) Air Management Program. Air Management successfully piloted e-Signature for compliance certifications, monitoring reports and next-day deviation notifications in 2018, and now the service has been expanded to include air permit application documents.
Paper copies with the original ink signature will still be accepted for permit documents; however, e-Signature is preferred by many permit applicants due to its speed and convenience. Wisconsin’s e-Signature system is a secure electronic signature that meets federal requirements for electronic document submittal. It guarantees information about the signatory and the document and is the only electronic signature method that can legally be used in place of an ink signature on air pollution control permit applications.
Air permit applications require a signature by the responsible official. To use e-Signature, the responsible official must have:
- a unique Wisconsin User (WAMS) ID
- the air permit submittal role
- mailed an ink-signed Electronic Signature Agreement (ESA), available in the Switchboard, to DNR
Once a facility’s responsible official is set up with a Wisconsin User ID and the air permit submittal role, e-Signature is fast and easy. Here are just a few benefits to submitting document signatures electronically:

Timeliness: The DNR Air Management database is updated immediately upon submission. The wait time for mailing documents is eliminated and in-take time is reduced. The facility also receives submittal confirmation.

Ease: After document submittal, the signature process takes just a few minutes. No U.S. post mailing necessary.
