The 2020 Wisconsin DNR infectious waste annual report has been released and is due by Monday, March 1st, 2021. For infectious waste generator facilities that were temporarily closed in 2020, a report is still required if the facility sent out more than 50 pounds of infectious waste during any month of the year. Facility exempt from reporting for 2020 should report their exempt status in order to maintain accurate records. The report is accessed via the DNR Switchboard.
There have been several updates and changes to the report, including:
- All contact change information must be submitted via the DNR Switchboard or at DNRWAFacilityContactRegistry@wisconsin.gov. See Update contact/facility info tab for more information.
- Information regarding exemptions specifically related to infectious waste generated in 2020 due to emergency response of COVID-19 can be found in the Exemptions tab.
- The definition of “signatory” has been updated to “Must be the highest ranking official (i.e., facility administrator or manager) or official’s designee, as determined by the facility."
- Input fields for the off-site treatment facility question in Section B have been modified for ease of use.
- Digital signature service is now available to replace the process of signing and submitting a paper signature page. See the infectious waste annual report instructions [PDF].
Per s. NR 526.04(4), Wis. Adm. Code, non-healthcare facilities that only generated infectious waste related to the emergency response of COVID-19 are exempt from infectious waste reporting requirements and do not need to access the report. Requirements related to appropriate source separation, containment, handling, storage and transfer, transportation and shipping, and disposal of infectious waste still apply.

Note: The U.S. Centers for Disease Control recommends routine management and disposal of healthcare waste from COVID-19 patients or persons under investigations.

The 2020 Wisconsin DNR hazardous waste annual report is now available. The deadline to submit the report is Monday, March 1, 2021. Instructions on how to report were provided in the email sent hazardous waste facilities on Feb. 1 from DNRHazardousWasteReporting@wisconsin.gov.
As of Sept. 1, 2020, small and large quantity generator healthcare facilities are required to operate under NR 666, Subchapter P requirements. A DNR guidance document will be available soon. The December 2020 webinar “Healthcare Facilities Operating under Subchapter P” is available through the DNR's Hazardous Waste Resources Portal.
Information on the rule changes can also be found on the EPA’s webpage on management standards for hazardous waste pharmaceuticals and the amendment to the P075 listing for nicotine.
Manifests initiated after Sept. 1 must use the “PHRM” waste code for non-creditable hazardous waste pharmaceuticals. If this waste code was not used, the manifests must be revised. This will prevent confusion and potential enforcement when evaluating e-manifest data against annual reporting.
This revision can be made by the generator in EPA’s e-manifest system. Go to the DNR manifest page for instructions on registering to use e-manifest.
