Small Business Environmental Council meets November 12

The next meeting of the DNR’s Small Business Environmental Council is November 12 from 2:00-3:30 pm.  The Council will be meeting over Zoom.  Agenda topics include a short presentation on DNR’s PFAS activities, a discussion of a recent presentation about the Council, and a guest speaker.  The agenda contains the Zoom connection information if you are interested in listening in or participating.


Non-road engine testing listening session on November 17

DNR’s Air Program is convening a listening session to learn how stakeholders are affected by the regulation of non-road and other engine testing in air pollution control permitting. Information gathered from this listening session will be considered as DNR drafts guidance on air permitting of non-road and other engine testing.

The meeting will be held on November 17 from 10–11:30 a.m. and will be conducted virtually via Zoom.  Join the Zoom meeting online here. You can also join toll-free by phone at 312-626-6799, meeting ID 913 0208 7390.

During the meeting, Air Program staff would like to hear your feedback on the following:

  • What are the costs or challenges associated with having engine testing in air pollution control permits?
  • Are there specific concerns with compliance demonstration methods, monitoring or recordkeeping requirements associated with engine testing in your air permits?
  • Are there specific concerns with limitations taken to meet ambient air quality standards, increment or emission limitations taken to avoid major source permitting?
  • Do the products you produce have to meet any other emission standards? e.g., marine engine standards, non-road engine standards.
  • Are there any other concerns you have about including or not including non-road engine testing in air permits?

EPA seeks small business input on risk management rulemaking for HBCD

The U.S. Environmental Protection Agency (EPA) is inviting small businesses, governments, and not-for-profits to participate as Small Entity Representatives (SERs) to provide advice and recommendations to a Small Business Advocacy Review (SBAR) Panel for the cyclic aliphatic bromide cluster (HBCD). The panel will focus on the agency’s development of a proposed rule to address unreasonable risks identified in EPA’s recently completed Toxic Substances Control Act (TSCA) risk evaluation for HBCD.  The deadline to self-nominate as a SER is November 23, 2020.  

In addition to engaging with small businesses, EPA is executing a robust outreach effort on risk management that includes one-on-one meetings with stakeholders and formal consultations with state and local governments, tribes, and environmental justice communities. There will also be an open public comment period on any draft risk management regulation.
