This document provides guidance to Department staff, WPDES permittees and their associates on implementing procedures in chs. NR 102 and NR 217, Wis. Adm. Code. Wisconsin’s Phosphorus Water Quality Standards for surface waters took effect on December 1, 2010. Since then, Department staff have been working diligently to develop tools to implement these new standards. As guidance, this document serves as a tool and is not meant to reflect all cases. The Department is committed to addressing the needs of each unique WPDES permit on a case-by-case basis, considering the guidance, as well as site-specific information available. Additionally, this document may be updated as the Department addresses more of the many unique circumstances related to phosphorus implementation.
