Wisconsin Department of Natural Resources - Air Program

The Department of Natural Resources is announcing four new coordinator positions in the Air Program’s Permit and Compliance sections. The positions are responsible for developing statewide program policy, consistency, and customer assistance with permit application and compliance. Their work will involve coordinating with department teams, the public, affected sources, local officials, other state agencies, and the federal government. All four coordinators start on October 1.
Ashley Gray, new Compliance Policy
Coordinator - Ashley has been with the Air Program for 12 years. She has a reputation for being
conscientiousness, knowledgeable, and willing to take on any project. Ashley
is eager to take on this new role and quickly develop it into an invaluable
position for the program. Ashley will continue to work from the Wausau
Service Center.
Mary Oleson, new Operation Permit
Policy Coordinator - Mary brings nearly 30 years of experience to this position
and hundreds of issued operation permits to her credit. She has been
involved in the Operation Permit Program since its very beginning, implementing
the program in Wisconsin, reviewing and explaining EPA guidance memos,
following court decisions, and updating state policy and guidance. Mary
will continue to work from La Crosse.
David Minkey, new New Source Review
Policy Coordinator - In his 19 years of service with the program, Dave has
worked on many innovative projects mostly aimed at providing tools and
information to help other program engineers write better permits more
efficiently. In recent years he has mentored many new engineers into permit
writing and has been a big part of the new engineer training at the Green Bay
DNR Service Center where he will continue to reside.
Megan Corrado, new Permit Metrics Coordinator - Though a
relative newcomer to DNR, Megan has nearly 10 years of experience in the
environmental engineering field. As a consultant, she submitted
applications for air pollution control permits and performed environmental
audits for many of our National Parks! As a construction permit writer
with the program, Megan has issued a variety of permits as she also worked with
WARP file managers and IT to automate much of the permit program’s tracking and
reporting. This experience plus her interest in data and management
systems makes Megan a great fit for the Permit Metrics Coordinator
position. Megan will continue to work from Central office.

coordinators.
Grant Hetherington started as the
Air Program’s new Emission Inventory Specialist on September 21. Grant
has been with DNR for 24 years, most recently as a monitoring data specialist. In his new role, Grant will serve as the
expert and coordinator for stationary source emissions reporting and will be
the main contact for internal and external customers. Grant will also review
new federal rule proposals and develop policy and program guidance concerning
stationary source emissions.
