Survey Collaboration Update
As part of the Division’s commitment to Teach, Learn, and Collaborate, the Division of Quality Assurance (DQA) has published DQA Memo 26-001, Surveyor Access to Records. This memo outlines DQA’s authority and expectations regarding record access during assisted living surveys.
Unrestricted and timely access to records, whether paper or electronic, serves to streamline the survey process and can significantly decrease the survey completion time. Records may be requested during the entrance conference or at any point throughout the survey. Moving forward, facilities using electronic records must provide read-only login credentials for surveyors to access records electronically during the survey.
In addition, DQA has published the DQA/Provider Relationships during the Assisted Living Survey which sets the shared expectation that DQA staff and assisted living providers will be treated with courtesy, respect and professionalism during the survey process. Neither party shall engage in retaliatory action of any kind. The goal is to promote quality resident care and services through unbiased, transparent and efficient surveys. This tool provides an overview of how communication, records, conflict resolution and safety will be addressed for each survey by assisted living surveyors and providers.
