Changes to Community Support Programs (CSP) Clinical Coordinator Requirements

There are upcoming changes to Community Support Programs (CSP) requirements for clinical coordinators that will be effective March 1, 2026. CSP offers care and treatment for adults with a serious mental illness.

Wis. Admin. Code DHS 63.06(2)(c) has been revised as part of the biennial rule process. The biennial rule review process involves reviewing and updating administrative codes every two years to ensure administrative codes are current, effective, and compliant with state law.

Under the revised rule, the clinical coordinator must be a licensed mental health professional authorized to practice psychology, marriage and family therapy, professional counseling, or clinical social work pursuant to Wis. Stat. chs. 455 or 457. The previous requirement of holding a master’s degree will be replaced with this licensure requirement.

We recognize that this change may create hardship for current clinical coordinators who do not hold one of the required licenses.

Certified CSP teams may submit a waiver request to allow a current unlicensed clinical coordinator to continue serving in that role for the duration of their employment. Waiver requests will be reviewed by DHS on a case-by-case basis.

In addition to the required waiver information the request must include:

  • The name of the current unlicensed clinical coordinator.
  • A description of the individual’s education.
  • An explanation of the individual’s experience working with adults with chronic mental illness.
