Public Health Emergency Preparedness Grant Award Update

CDC plans 25% reduction to PHEP base for Budget Period 2 

On June 10, the Wisconsin Department of Health Services (DHS) received updated CDC guidance on the Public Health Emergency Preparedness (PHEP) grant award amount for Budget Period 2 (July 1, 2025–June 30, 2026). CDC notified DHS that to ensure funds are dispersed for BP2 with no delay, partial funding to PHEP recipients will be allocated as follows:  

  • Partial award to the PHEP base + population (about 70% of the total anticipated BP2 award) 
  • Full award for LRN-C Level 1 Labs (as applicable)  
  • Full award for CRI  
  • Full award for USVI and USAPI  

The roughly 25% reduction of the partial award to the PHEP base will be taken from the equipment, supplies, salaries, fringe, travel, contractual, and other. DHS is working to identify an allocation strategy that ensures core PHEP capabilities remain functional at the local, Tribal, and state levels. DHS will continue to engage with partners to build capacity and maximize resources. 

A reminder that no new contracts can be issued until a new NOA is issued. While we are receiving positive signals an NOA is coming, it is not fully guaranteed.
