2025 Maternal and Child Health Contract Negotiations

It is time to start 2025 Maternal and Child Health (MCH) Contract Negotiations!
MCH Program materials can be viewed on the Division of Public Health Grants and Contracts (GAC) webpage. The 2025 MCH Objectives are also now available in the Grants and Contract (GAC) System along with 2025 funding amounts. MCH contract negotiations must be completed by Friday, November 1, 2024. Below are the key steps your agency needs to complete as part of this process. Please note that some steps may not apply to Tribal Health Agencies.
2025 MCH Contract Negotiations steps
These are the key steps that your agency needs to complete as part of this process. Once these steps are complete, contract administrators will sign off in GAC, completing the contract negotiations process.
The MCH Program Parameters outline the general program requirements that apply to all MCH objectives. Please note the MCH Summit will be held virtually in 2025, and agencies are required to have at least one staff attend each summit.
Details in the MCH Program Objectives will help your agency determine which objective(s) you would like to work on in 2025. Please note that a new objective has been added focusing on Infant Mortality Prevention.
3. Submit a MCH Objective Supplement by November 1, 2024.
Agencies should submit an MCH Objective Supplement for each objective you are selecting for 2025. The supplement is completed through Alchemer. Once you begin completing the supplement it should be completed in its entirety as it cannot be partially saved once started. It is recommended you review the print version of the supplement before you begin completing it. MCH contract administrators will review submitted supplements and notify agencies of approval or if more information is requested.
4. Select your MCH Objective(s) in GAC and assign a budget value for each objective by November 1, 2024.
Once your agency has determined the objective(s) you will work on in 2025, you need to select your objectives in the GAC (Grants and Contracting) System and assign a budget value for each objective. Agencies do not have to fill out an anticipated budget in GAC. Screenshots for these steps and how to log into the GAC system are available in the GAC manual.
*This step does not apply to Tribal Health Agencies.
5. Submit an MCH budget to your MCH contact administrator by November 1, 2024.
Agencies should complete a detailed budget using the budget template. Please follow the instructions on the “INSTRUCTIONS” tab and review the example budget on the “EXAMPLE” tab. Budgets should reflect the total MCH award (found in GAC) and do not need to be broken out by objective or include match. email a completed budget to your agency’s MCH contract administrator who will review and notify agencies of approval or if more information is requested.
