Opioid Settlement Survey
You are receiving this message so that the Wisconsin Department of Health Services (DHS) can learn your priorities in addressing opioid use disorder in our state.
In January 2022, the Wisconsin Department of Health Services (DHS) listened to Wisconsinites explain the profound impact of the opioid epidemic and potential strategies to save lives. Our goal was to gather big-picture input from a broad group of stakeholders to inform our use of future opioid settlement funds. Input received by DHS informed a plan for the funds received in 2022. The plan submitted to JFC in July 2022 included strategies to support data collection and surveillance, prevention, harm reduction, treatment, recovery, capital projects, and funding for tribal nations. In September, the Joint Committee on Finance approved a modified version of the plan for the year 2022 which included funds for:
- Supporting school-based prevention programs - $250,000
- Supporting community-based prevention programs - $750,000
- Expanding the Narcan® Direct Program - $3 million
- Establishing and fund a program to distribute fentanyl test strips - $2 million
- Supporting medication-assisted treatment - $2 million
- Expanding the hub-and-spoke health home pilot program - $1 million
- Supporting room and board costs for Medicaid members in residential substance use disorder treatment - $2.5 million
- Supporting renovations or construction of care and treatment facilities - $10 million
- Creating an overdose alert system - $500,000
- Supporting tribal nations - $6 million
- Supporting law enforcement agencies - $3 million
DHS is expecting to receive $8 million of settlement funds in 2023. DHS is required to submit a plan for anticipated settlement funds to the Joint Committee on Finance every year. As such, DHS is now working to create a plan for opioid settlement funds to be received in 2023, and we are seeking your ongoing input. Last year, we clearly heard the need to invest across the continuum of care – from prevention through recovery. The following questions will ask you to prioritize the themes we heard last time and help us identify anything else we should be considering. The survey will close February 17, 2023
