This email is being sent to local health officers, tribal health directors, COVID-19 vaccinators, COVID-19 vaccine stakeholders, HERC coordinators, and key DHS staff.
DHS Supports FDA Authorization, CDC Recommendation for Bivalent COVID-19 Vaccine for Children Under 5 Years of Age
The Wisconsin Department of Health Services (DHS) supports the Centers for Disease Control and Prevention’s (CDC) recommendation that children 6 months through 4 years of age are now eligible to receive the bivalent Pfizer COVID-19 vaccine as the third dose as part of their Pfizer primary series and that children 6 months through 5 years of age are now eligible to receive the bivalent Moderna COVID-19 vaccine as a booster dose after completion of their two-dose Moderna primary series.
On December 8, 2022, the Food and Drug Administration (FDA) authorized the emergency use of the bivalent Pfizer COVID-19 vaccine for children 6 months through 4 years of age and the emergency use of the bivalent Moderna COVID-19 vaccine for children 6 months through 5 years of age.

Holiday Vaccine Ordering and Delivery Cadence
Pfizer
No COVID-19 vaccine will be delivered from Friday, December 23 through Monday, December 26. Normal deliveries will be carried out Tuesday, December 27 through Thursday, December 29.
Additionally, no COVID-19 vaccine deliveries will occur Friday, December 30 through Monday, January 2. Deliveries will resume Tuesday, January 3. Please submit your orders early in anticipation of the limited work hours during the holidays. The last day of the year for direct ship order placement will be December 21. The first direct ship order placement of 2023 will take place January 4.
Moderna/Novavax
No COVID-19 vaccine will be delivered from Thursday, December 22 through Monday, December 26. Normal deliveries will be carried out Tuesday, December 27 through Thursday, December 29.
Additionally, no COVID-19 vaccine deliveries will occur Friday, December 30 through Tuesday, January 3. Deliveries will resume Wednesday, January 4. Please submit your orders early in anticipation of the limited work hours during the holidays.
Change in Hub Ordering Cadence Effective January 3, 2023
Effective January 3, 2023, the hub ordering cadence will change. Here are the details:

Hub orders will be pulled weekly at noon on Tuesdays – this is the same as direct ship orders.

The COVID-19 Vaccine Ordering Survey will continue to be open daily.

Orders submitted after noon on Tuesday will be held until the next week.
- Regional managers will set up delivery for the following week, or
- You may pick up vaccine directly from the hub.

No redelivery will be arranged if a contact is not available to receive delivery.

Routes may deliver on particular days of the week, i.e., remote/rural routes may deliver alternate Tuesdays.

DHS is asking providers to order monthly to allow continuation of service to all providers in the state.

The Wisconsin COVID-19 Vaccine Exchange is still available for provider-to-provider transfer in between hub deliveries. Please arrange to transport between providers.

CDC COCA Call: COVID-19 Update: Clinical Guidance and Patient Education for Bivalent COVID-19 Vaccines
COVID-19 vaccination provides protection against serious illness and outcomes associated with COVID-19, including emergency department or urgent care visits, hospitalizations, and death. Bivalent COVID-19 vaccines, containing original and Omicron BA.4/5 spike protein components, help restore protection that has waned since previous vaccination. During this COCA Call, presenters discuss updates on bivalent vaccines including the most recent vaccine effectiveness data, the Centers for Disease Control and Prevention’s clinical guidance for bivalent vaccines, and strategies for communicating with patients about COVID-19 vaccination.
Free Continuing Education (CE) is offered for this COCA Call.
COVID-19 Vaccine Shelf-Life Extensions
Pfizer
Pfizer has received shelf-life extensions of all TRIS products (all mRNA COVID-19 vaccines, including both monovalent and bivalent vaccines). The expiration date is now 18 months from the date of manufacture (stored ULT frozen).
Moderna
Moderna has received shelf-life extensions of all wave 1 and wave 2 monovalent COVID-19 vaccines (complete list below). Moderna has verified the new expiration dates below and updated the Moderna Vial Expiration Checker. Given these extensions of Moderna expiry dates, please update these specific lots in WIR and mark the labels accordingly.

Reporting COVID-19 Vaccine Wastage Reminder
Report COVID-19 vaccine wastage in WIR if doses have gone past the beyond use date (BUD), are unable to be drawn from a vial, are spoiled due to temperature excursions, or are not able to be used for any other reason.
DHS continues to strongly recommend that vaccinators pursue a “no wasted opportunity” goal as part of their vaccination efforts rather than “no wasted doses”. Vaccinators should leverage every opportunity to vaccinate individuals against COVID-19, even if it means opening a vial to administer only a couple doses.

Please note that there will be no COVID-19 Vaccine Program Weekly Update email bulletins for the next two weeks due to the holidays. This weekly communication will resume on Friday, January 6. If any breaking or important developments regarding vaccines occurs during the next two weeks, DHS will send an email bulletin.

Apply for Surplus State Supplies
DHS is providing an opportunity for organizations, local and tribal health departments, nonprofits, government agencies, and stakeholders to fill out a survey to request free supplies. Items available can range from PPE items to office materials. This distribution will not impact our inventory as we continue to respond to the COVID-19 pandemic and DHS is aiming to distribute excess materials to partners who may have more urgent needs.
The survey is available online. We kindly request one representative from each organization or site complete this survey, as multiple submissions will not be considered.
DHS will review requests for supplies on a weekly basis. A member from the DHS COVID-19 Vaccination Program will contact you as soon as your request has been reviewed and approved to coordinate supply distribution. We cannot guarantee the supplies or quantity of items requested will be approved.

Vaccinator Training and Enrollment Refresher Requirement
Vaccinators should be aware that all COVID-19 vaccination sites that registered with DHS prior to January 1, 2022, must complete a training and enrollment refresher.
The primary and backup coordinators listed on each location’s enrollment paperwork should have received an email with more information about the refresher. The email also includes a customized link to complete the attestation survey.
Note that vaccination support staff who have recently completed the full list of COVID-19 training requirements within the last six months do not need to complete the refresher. Once all required staff have completed the training refresher, only one attestation survey must be submitted on behalf of the location.
