Deadline To Spend ARPA Funding for HCBS Extended to March 31, 2025
Last year, the Wisconsin Department of Health Services (DHS) received $350 million in funding from the American Rescue Plan Act (ARPA) to improve home and community-based services (HCBS). This includes programs like Family Care, IRIS (Include, Respect, I Self-Direct), and the Children’s Long-Term Support Program. We are using ARPA funds to:
- Strengthen our HCBS programs
- Address direct care workforce issues
- Develop strategies to delay the need for long-term care
One extra year to spend ARPA funding
Initially, the Centers for Medicare & Medicaid Services (CMS) gave states until March 31, 2024, to spend the funding dedicated to HCBS enhancements.
CMS has extended that deadline by one year until March 31, 2025. CMS announced the extension on June 3, 2022.
They extended the deadline to give states more time to navigate laws and regulations, and overcome administrative and other challenges associated with awarding ARPA funding.
Impact on initiatives
Based on the extension, DHS will evaluate our nine ARPA HCBS initiatives to see if we should use more time to develop and implement them. We will communicate with our stakeholders as decisions are made or if their input is needed.
Wisconsin will need to consider the impact of this timeline extension on ongoing funding for the ARPA HCBS initiatives as part of the 2023-25 biennial budget.
