DCTS, DMS, DQA Joint Memo Published: Prohibited Restraints and Restrictive Measures in Community-Based Programs and Facilities

The Wisconsin Department of Health Services (DHS) has published a joint memo, Prohibited Restraints and Restrictive Measures in Community-Based Programs and Facilities. The Division of Care and Treatment Services (DCTS), Division of Medicaid Services (DMS), and Division of Quality Assurance (DQA) worked together to develop this memo.

This memo updates and replaces:

  • DCTS Action Memo 2017-01.
  • DMS Numbered Memo 2017-01.
  • DQA Memo 17-01.

Updates include the addition of “any maneuver or technique that forces a person to remain in a prone (face down) position” as a prohibited technique. Additionally, resources were added to promote trauma-informed practices and to reduce restraint use.

The memo is effective as of December 1, 2021.
