WEDSS Upgrade Updates

This bulletin is being sent to local health officers, tribal health directors, and key DPH staff.

The WEDSS system has experienced challenges this week, and we appreciate the contacts received from multiple health departments about reports in staging. The issues earlier this week appear to have been rectified and the data feeds were functioning as expected this morning.

The issues were caused by an outage experienced by the Wisconsin State Lab of Hygiene (WSLH) Electronic Lab Reporting (ELR) feed on Tuesday evening and again Wednesday evening. These evening outages affected the timeliness of data flowing into the system and made it appear that the only way to find positive cases was to search through each individual electronic case record, which is the communicable disease report that is triggered from the medical records system from a hospital/clinic/infection preventionist (the electronic case records were not impacted by the outage).

As the ELR system came back online, lab results flowed into WEDSS in the order they were queued up by laboratory. The labs most commonly used in the southeastern part of the state were among the later records to flow in because they were farther back in the queue.

Our team has been actively monitoring ELR in the evenings in order to promptly address any potential issues. [ELR was confirmed to be running last night as of 10 pm and again this morning.] WSLH is also adding alerts should their feed go down so it can be addressed more quickly. We recognize the challenges this may have caused for local health departments this week, and we will review the events of this week to identify improvements for future communication.

Please note that the electronic case report has a new look, which was updated from the traditional PDF view to address a performance issue. [A graphic with additional information is included on Page 16-18 of the updated training manual.] Information about how negative laboratory reports are imported is part of the FAQ posted on the WEDSS SharePoint site: https://share.health.wisconsin.gov/ph/wedss/Documents/V19.2%20Upgrade%20FAQ.pdf
