Residential Treatment Benefit For Substance Use Disorder Delayed

As a result of the extensive feedback we received from stakeholders, the Wisconsin Department of Health Services (DHS) is delaying the implementation of the residential facility substance use disorder treatment benefit, which was previously slated to take effect February 1, 2020. All other benefits related to substance use disorder remain available and can be utilized as appropriate.

DHS will be conducting more research and outreach to develop a benefit and rate structure that meets members’ needs and ensures a strong system of care. We recognize that the proposal we initially put forth needs to be adjusted, and appreciate the input we’ve received thus far.

Over the coming weeks, DHS will be soliciting further feedback from stakeholder groups including counties, provider associations, and community partners to collaborate on how to best implement this new benefit. DHS recognizes that access to these services is critically important, and is committed to working with members, providers, and counties to support and enhance access to behavioral health services.

We do not yet have an updated timeline for implementation, but will continue to update you as DHS’ work moves forward. We have established a new page on our website where we plan to share information. 

DHS will be hosting an online listening session on January 29, 2020, from 10:00 to 11:30 a.m. to provide more information and answer questions. DHS also released a ForwardHealth Update for providers.
