Implementation of HCBS Settings Rule in DQA Regulated
Assisted Living Facilities

Effective, January 1, 2018, under an agreement with the Department of Health Services (DHS), Division of Medicaid Services (DMS), the Division of Quality Assurance (DQA), Bureau of Assisted Living (BAL) will begin inspecting DQA-regulated assisted living facilities to ensure ongoing compliance with the Home and Community- Based Services (HCBS) settings rule.

An initial DQA HCBS publication, DQA Implementation of HCBS Rule in Assisted Living Facilities, P-01826, has been developed to provide general information on how DQA will incorporate the HCBS regulations into the assisted living survey processes.

The publication provides important information on the following:

  • Background
  • Implementation
  • Training Information
  • Home and Community-Based Services Settings Rule Crosswalk

DMS and DQA will continue to evaluate the HCBS regulations impact on regulated assisted living settings and will make revisions as needed.

If you have questions or see improvements that can be made in the implementation of the new federal rules into DQA assisted Living survey processes, please contact your Assisted Living regional director.  Refer to WI DHS DQA BAL Regional Offices for regional office contact information.
