OPA also has a mediation program. Mediation is voluntary and brings community members and SPD officers together to talk things through. OPA uses neutral, trained, outside mediators for these sessions. To learn more, watch our mediation video, below.

Seattle Public Safety Community Forum – Garfield  
OPA has been participating in the Seattle Public Safety Community Forums across the city. These forums provide a valuable opportunity for residents to share their concerns, experiences, and perspectives on public safety.

Othello Park International Festival 
We had a wonderful time connecting with the Othello community! Community members and their families stopped by to learn more about OPA and pick up some fun swag. Events like this help bring important conversations into our neighborhoods.

Management Action Recommendations

During investigations, OPA may find opportunities for policy or training improvements and issue a Management Action Recommendation (MAR), sent as a letter to the Chief of Police outlining specific issues and suggesting policy or training improvements. While SPD is not required to adopt these recommendations, they actively collaborate with OPA to explore potential solutions. 

In August, OPA made one Management Action Recommendation:

A recent OPA case involved a judge ruling two SPD employees delivered testimony in court that was not trustworthy. OPA recommended SPD create a new policy on these rulings, and make sure they are reported in the future. OPA also recommended that officers should be retrained on how to prepare and deliver statements in court. 

SPD also recently responded to several of OPA’s recommendations on the Use of Artificial Intelligence, Time, Place or Manner Restrictions, and Parking Enforcement Manual - Publication.

Closed Case Summaries

After an investigation, OPA writes a report called the Director’s Certification Memorandum, which explains the director’s review of the case and recommended findings. When a case is closed, OPA posts a summary online that describes the investigation, the findings, and any discipline the Chief of Police decided. 

OPA looks at SPD’s policies and training to decide if misconduct happened. This includes evidence gathered such as photos, body-worn video (if available), interviews of those involved and any witnesses, etc. A “sustained” finding usually means OPA determined it was more likely than not that an officer committed the alleged misconduct.

Below are some recently posted Closed Case Summaries:

2025OPA-0092 (Partially Sustained) 
This case investigated an alleged violation of the Department’s search and seizure policies. After stopping a vehicle, an SPD officer deployed their taser at the driver, who then fled the scene on foot. The officer detained a passenger and their child, and seized the passenger’s cell phone. It was also alleged that the officer spoke unprofessionally to the passenger.

 2024OPA-0363 (All Allegations Sustained) *Content Warning: Sexually explicit language
The Complainant, who is an SPD Police Officer, alleged that his immediate supervisor denied him opportunities to work in an “acting sergeant” capacity in retaliation for attempting to curtail her sexually explicit advances.
