First BEPS Rulemaking Webinar this Week
The Seattle Office of Sustainability and Environment (OSE) is hosting two webinars to solicit feedback from stakeholders to inform its drafting of the Building Emissions Performance Standard (BEPS) Director’s Rule.
A Director’s Rule is required by Seattle Municipal Code (SMC) to clarify elements of the BEPS ordinance (SMC 22.925), which was signed by Mayor Harrell in December 2023. This includes details like reporting procedures, documentation, exemption and extension timelines, and more.

The webinars will cover the following topics as they relate to the proposed Rule:

Webinar #1: Covered buildings, exemptions, Qualified Persons, Benchmarking Verification, compliance with one building, end use deductions, and extensions.

Webinar #2: Aggregate GHGIT, alternate GHGIT, Alternative Compliance Payments, Multifamily Prescriptive Pathway, penalties and enforcement, and decarbonization plans.
Each webinar will cover different topics, so please attend both if you wish to receive all information. Webinar recordings and slides will be posted online a few days after the events.
The rulemaking webinars precede an upcoming formal 3-week comment period, where OSE will invite the public to give input on the draft Director’s Rule. 2025 Building Decarbonization Grants Application Now Open!
OSE is taking applications and may award up to about $4 million in grants to help affordable housing providers, nonprofits, and buildings serving frontline communities reduce emissions from their buildings. Applications are due by July 10 and free technical assistance is available to help owners apply. Learn more about the grants on OSE’s Greenspace Blog or jump right to the application details.
