The Seattle Office of Sustainability and Environment (OSE) is excited to unveil the revamped “Benchmarking, BEPS & Tune-Ups News.” As you might have noticed from the name, we’re rolling Building Emissions Performance Standard (BEPS) information into the existing Benchmarking and Tune-Ups newsletter. We are consolidating our newsletters because every building subject to Benchmarking is also subject to BEPS. You can expect the same great content as before, albeit on a monthly basis and more integrated across the climate and building laws OSE is implementing.

Benchmarking Deadlines

(Nonresidential and Residential Buildings 20,000+ Square Feet 

Benchmarking data for all covered buildings must be submitted by 6/1/2025 for the 2024 reporting year. To comply, your property’s Portfolio Manager account must be: 

  • Shared with the City of Seattle Annual Reporting Portfolio Manager account. 

Need help starting the benchmarking process or updating a Portfolio Manager account? Use our scheduling tool to sign up directly for 1-1 technical assistance with benchmarking help desk staff or visit the Benchmarking Instructions page for more detailed guidance. 

**The compliance portal will be available in March to start confirming compliance. If your building was unleased and vacant during the full 2024 calendar year you may request an exemption for the 2024 performance period.  

Building Tune-Up Deadlines

(Nonresidential Buildings 50,000+ Square Feet)

Owners of Cohort 3 buildings (70,000–99,999 SF) must complete their second cycle tune-up by 10/1/2025. Alternatively, Cohort 3 building owners planning to apply for an extension, waiver, and alternative compliance request must do so by 4/1/2025. We encourage you to review our guidelines, as most pathways require work to be completed before applying. For more details on these tune-up pathways, view the Alternative Compliance handout (PDF) and the Extensions and Waivers resource (PDF). Please note there is a new alternative compliance pathway for buildings that achieve early compliance with the WA State Clean Buildings Performance Standard (CBPS). 

Owners of Cohort 2 buildings (100,000–199,999 SF) have until 4/1/2025 to submit a complete Tune-Up Summary Report before a first Notice of Violation with a $2,500 penalty will be issued. Owners of buildings that remain noncompliant after 10/1/2025 will receive a second Notice of Violation with a $10,000 penalty.  

The Building Tune-Ups law is sunsetting after the completion of the 2nd cycle of required tune-ups to avoid redundancy with the Operations and Maintenance requirements of the Washington Clean Building Performance Standard (WA CBPS). FINANCIAL ASSISTANCE FOR BUILDING OWNERS

Last Call for State Clean Buildings Performance Grants: Applications Close January 30

WA Department of Commerce’s Clean Building Performance Grants offer competitive funding for energy efficiency improvements in both private and public buildings working toward compliance with the Washington Clean Building Performance Standard (WA CBPS). This request for applications will cover two categories of grants:

  • $25,000,000 for privately owned Tier 1 covered buildings
  • $15,427,000 for Tier 1 and Tier 2 publicly owned buildings

New Building Decarbonization Grant Program in 2025

A new OSE grant program prioritized for buildings serving frontline communities and affordable housing to help owners comply with BEPS will provide a total of about $4.5 million in 2025 for engineering design and/or emissions-reducing building retrofits. This new grant program will build on the successful pilot grants provided by the City in 2024. We expect to open for applications in the first quarter of 2025 and will announce when that happens in this newsletter.

SEATTLE BEPS UPDATES

Rulemaking and Implementation Continues

Work to develop the required BEPS Director’s Rule and to implement BEPS continues including the decarbonization grants, updated benchmarking maps, and more covered in this e-news. Other highlights include: 

  • Seven Technical Rulemaking Workgroup meetings have offered insights into developing the draft Rule. Review meeting summaries and slides on the BEPS Rulemaking webpage and submit your thoughts using the linked form. OSE is currently reviewing feedback and writing the draft. Stay tuned here for announcements of webinars to review key elements of the draft rule.

EDUCATION AND SUPPORT FOR BUILDING OWNERS

New & Updated Building Owner Support in 2025 

OSE has completed its redesign of the Accelerator, which provides training and technical assistance for owners and operators of existing buildings covered by the Washington State Clean Buildings Performance Standard (WA CBPS) and Seattle BEPS.   

The redesigned program continues our popular small-group coaching cohorts (offered over 4 months) and the online, self-led educational path. The program will increasingly focus on BEPS support, and we've added several new elements in response to audience feedback: 

  • Multifamily-only (including condos/co-ops), small-group virtual coaching cohorts 
  • Shorter-duration, in-person cohort options 
  • Virtual drop-in hours on specific topics to address compliance questions and help building owners get “unstuck” 
  • Enhanced online content  

If you own or manage a building in Seattle, sign up for an information session to learn more about the program and what it offers! NEW BENCHMARKING MAP

2023 Benchmarking Data and the New Energy Benchmarking Map 

Detailed energy benchmarking data for reporting year 2023 are available now on the Seattle Open Data portal and Seattle Energy Benchmarking Map! Each year, OSE publicly discloses building-level energy and emissions performance data for more than 3,600 nonresidential and multifamily buildings larger than 20,000 square feet. You can access the data for individual buildings or the performance ranges by building type. 

Coinciding with the new data, OSE launched an updated version of the Seattle Energy Benchmarking Map! Users can now view their estimated BEPS and Washington Clean Building Performance Standard (WA CBPS) targets in the redesigned Building Performance Report.

EVENTS

1/30 and 2/12: Building Owner Support Info Sessions 

Attend an info session to learn more about the Seattle program offerings for BEPS and WA CBPS compliance support. Offerings include: 

  • Self-led learning includes online resources to explore at your own pace   
  • Cohort training includes virtual workshops, virtual energy walk-throughs, expert review of documents, project identification and prioritization, and tailored support  

2/11: BEPS Multifamily Webinar 

Join us from 9:30–11:00AM on Tuesday, February 11, to learn more about requirements for multifamily buildings (including condos/co-ops) to comply with BEPS and the Washington Clean Buildings Performance Standard. The webinar will be followed by a 30-minute Q&A, 11:00–11:30AM. Register for the webinar.

2/24–2/28: Water Week 2025 

Seattle and Bellevue 2030 Districts are collaborating with property owners, managers, and professional stakeholders to provide educational opportunities that explore innovative solutions to meet the 2030 targets for water efficiency. Water Week will feature engaging webinars, site tours of sustainable properties, networking opportunities, blog posts highlighting best practices, and interactive roundtables to inspire actionable change.
