Building Emissions Performance Standards Policy Proposed

On June 8th, Mayor Harrell and OSE Director Jessyn Farrell introduced the proposed Building Emissions Performance Standards (BEPS) legislation, alongside representatives from Climate Solutions, Housing Development Consortium, and MLK Labor Council.

Throughout the collaborative, multi-year, policy development process, OSE received input from hundreds of people including residents, workers, community-based organizations, nonprofits, building owners and managers, tenants, labor representatives, environmental justice groups, and affordable housing providers.

The proposed legislation would require nonresidential and multifamily buildings greater than 20,000 SF to meet greenhouse gas intensity targets starting in 2031 and to meet net-zero emissions (or alternative compliance) by 2041-2050 depending on building size and type.

Environmental Determination - The Seattle Department of Construction and Inspections (SDCI) has issued a Determination of Non-Significance (DNS) under the State Environmental Policy Act (no Environmental Impact Statement required) for the proposed BEPS legislation.
