Program 14: Bridge Replacement Planning & Design

Levy Commitment: Plan and design high priority bridge replacements to begin construction after 2024. Of the funds identified in this element, up to $10M of total funding (local, Levy, leverage) may be used for implementing near-term pedestrian and bicycle safety projects on bridges being studied for replacement.

The Levy included funding to study the replacement of high priority bridges across the city and to make pedestrian and bicycle safety improvements on or near our bridges.

This program allows us to develop an important cost estimate data point that both informs our proactive rehabilitation and replacement program and provides a foundation for pursuing future funding opportunities.

Ballard Bridge

We are studying the following bridges:

  • Cowen Park Bridge
  • Magnolia Bridge
  • 39th and E. Pine St. Bike/Ped Bridge
  • Thornton Creek Bridges (105th St, 110th St,39th Ave NE, & 45th Ave NE)
  • Ballard Bridge
  • 33rd Ave W. Railroad Bike/Ped Bridge
  • Admiral Way Bridge North & South
  • University Bridge N. Approach
  • 2nd Ave. Extension and
  • Jackson St (4th to 5th) West Bridges

For many of these bridges, we complete an alternatives analysis where we analyze alternative transportation scenarios, weighing factors such as environmental impact, ease of mobility and access, cost, construction duration and impact. The alternatives analyses provide a foundation for the eventual environmental permitting processes that would be required for replacement.

Additionally, funding towards near-term improvements near bridges means we can continue to proactively improve safety for people walking, biking, and rolling even though future major work on these bridges would not take place immediately.

As part of this program, and in partnership with other Levy programs, we’ve implemented several safety improvements near some of the above bridges:

  • Two crossing improvements at the north end of the Ballard Bridge
  • Path and crossing improvement on 1st Ave S
  • Repairs on the 39th and E. Pine St. Bike/Ped Bridge
  • Resurfacing the protected bike lane on the University Bridge
  • Contribution to protected bike lane and intersection improvements on N 34th St and 12th Ave S
