It’s important that you know where your tax dollars are going. Earlier this year, we started something new. Every two weeks, we are highlighting a Levy program or project in this newsletter.
Program 29 - East Marginal Way
Our Levy to Move Seattle commitment: Build the East Marginal Way corridor, a key route in Seattle’s Heavy Haul Network.
East Marginal Way is a major freight corridor for people to access the Port of Seattle terminals, rail yards, industrial businesses and the regional highway system. It is also a designated Heavy Haul Route, critical last-mile connector and vital route for over-sized trucks for those carrying flammable cargo.
In addition, the street is a major connection for people who bike between the West Seattle Bridge Trail, downtown, and the SODO neighborhood!
After the Levy to Move Seattle was passed in 2015, we determined what improvements East Marginal Way needed to better serve our freight network, as well as people walking, rolling, biking, and driving.
We divided these improvements in three segments.
North segment, from S Atlantic St to S Spokane St: We’ve completed our design and have advertised for construction on this segment! We’ll reconstruct pavement between S Massachusetts St and S Spokane St, rebuild and improve signals, build a protected bike lane between S Atlantic St and S Spokane St, and more. We expect this work to be complete in 2025.

Central segment, from S Spokane St to S Alaska St: We are designing a project to upgrade pavement between S Spokane St and Duwamish Ave S, and create a multi-use trail for people walking, rolling, and biking. We’re pursuing grants to fund construction of the Central Segment.
South segment, from S Alaska St to 1 Ave S: Back in 2017 we identified possible connections and improvements for people walking, rolling, biking, and taking transit. If funding is secured, we’ll design and construct this segment. Currently, the Washington State Department of Transportation (WSDOT) is repaving this portion of the street.
Securing outside funding for this project has been a major success.
Back in 2015, we planned to build the East Marginal Way corridor using local, Levy, and outside, “leverage” funding. Reaching final design and starting construction of the North Segment was made possible thanks to a coordinated effort by local, state, and federal funding partners. U.S. Senator Maria Cantwell and U.S. Representative Pramila Jayapal were instrumental in advocating for the necessary funding for this significant safety and freight mobility improvement project.
So far, we have secured $41.5M in additional funding for this work.
