Revised OPA Internal Operations & Training Manual
OPA’s existing Internal Operations & Training Manual (“the Manual”), which was created in 2016, has been updated for the first time. The revisions memorialize various changes, including civilianization of OPA’s former captain and lieutenant positions, oversight from the Office of Inspector General (OIG), integration of collective bargaining agreement provisions, and the 2021 transfer of some civilian personnel out of SPD.
Some of the new sections are on topics such as:
- Rapid Adjudication
- Unsubstantiated Misconduct Screening
- OIG’s role in certifying cases
- Equal Employment Opportunity complaint protocol
- Subpoena authority
- Accessibility and interpretation services
Some of the topics that were revised or expanded include:
- Conflicts of interest
- Communication with complainants
- Investigator training
- Definitions and case eligibility for Expedited Investigations and Contact Logs
An up-to-date Manual is critical in terms of OPA’s commitment to transparency. It will allow SPD employees to view OPA’s current processes and procedures. It will also give the OIG the clarity and specificity it needs to carry out its oversight responsibilities of OPA.
The updated manual will be effective and posted on OPA’s website on January 1, 2022. If you have any questions, please contact opa@seattle.gov.
