Ship Canal Water Quality project update

Dear neighbors,

Construction of the sound containment wall started in Ballard and work starts in East Ballard and Fremont as early as mid-April 2020! Our website has information about anticipated impacts, art, and the sequence of activities in each neighborhood. Check out the updates below, then learn more online!

Ballard

Crews drill beam piles to form a sound containment wall

Sound containment wall construction is underway. Crews set up drilling equipment and started installing wall posts at the northwest corner of the site (see photo above). Sound containment wall installation will last through April. Earlier this month, crews completed the following activities:

  • Removed curbs, mulch, temporary fencing and existing asphalt on site
  • Began site grading
  • Surveyed the site to establish base lines and the exact location for the site gates and vertical shaft
  • Located existing water and sewer lines for future utility connections
  • Set up truck wheel washing stations (to keep trucks from tracking debris onto the streets) and temporary lighting

Typical work hours continue to be 7 am to 5 pm with possible evening and weekend work.

Near-term anticipated impacts may include:

  • Short interruptions on Shilshole Ave NW for trucks entering the site, and 24th Ave NW for trucks exiting the site; please pay attention to flaggers
  • Parking restrictions along the east side of 24th Ave NW so construction trucks can exit the work site
  • Noise and vibrations related to drilling sound containment wall beam piles

East Ballard

Construction will start on 11th Ave NW and NW 45th Streets (near Fred Meyer) as early as April 15.

During the first few months of work, crews will:

  • Prepare the site. This may include setting up fencing and tree removal
  • Install stormwater control and soil monitoring equipment
  • Re-locate an existing waterline
  • Stabilize soils for underground construction work

Construction will take place in East Ballard until early 2023. We're working with local businesses to coordinate access and to keep traffic moving. Overall, these are the high-level impacts you should be aware of:

  • Work hours will be from 7 am to 5 pm, Monday through Friday with possible weekend and night time work to maintain progress
  • The Burke-Gilman Trail will be detoured to the north side of NW 45th St beginning as early as April 2020
  • One-lane closures on NW 45th St and 11th Ave NW from April 2020 – November 2020 for soil stabilization
  • One-lane closure on 11th Ave NW between the Fred Meyer entrance on 11th Ave NW and NW 45th St for approximately six to nine months beginning January 2021
  • Full closure of NW 45th St between 9th and 11th Ave NW for a period of 15 months beginning in 2021. This will include detours for vehicular traffic and pedestrians
  • Parking restrictions near work areas

Fremont

Construction will start on NW 36th St near 2nd Ave NW as early as April 20. During the first few months of construction, crews will:

  • Close NW 36th St between Leary Way NW and 3rd Ave NW and set up the construction site
  • Remove trees onsite
  • Remove an existing sidewalk on NW 36th St and existing utilities
  • Install stormwater control and soil monitoring equipment
  • Remove existing asphalt
  • Install a temporary storm drain bypass

Construction will take place in Fremont until mid-2023. We're working with nearby businesses and residents to mitigate impacts to the extent possible. Overall, these are the high-level impacts you should be aware of:

  • Crews will generally work between 7 am and 5 pm, Monday through Friday with possible weekend and night time work to maintain progress
  • Full closure of NW 36th St between Leary Way NW and 3rd Ave NW
  • Closure of 2nd Ave NW between Leary Way NW and Canal St
  • Temporary roadway detours on streets adjacent to the project area. Leary Way NW will remain open to traffic, but several lanes will be temporarily closed for construction
  • Pedestrian sidewalk detour on north side of Leary Way NW
  • Increased truck traffic
  • Parking restrictions near work zone

Queen Anne

Construction in North Queen Anne is planned to begin in July 2020 and will take place near West Ewing Mini Park and along 3rd Ave W.

For the first few months, crews will:

  • Remove trees onsite
  • Install wheel stops and bollards
  • Install stormwater control and soil monitoring equipment
  • Re-route the Ship Canal trail

Wallingford

As early as April, our contractor will begin to install 12-ft a sound containment wall on the northern and eastern sides of the project site at Interlake Ave N and N 35th St in Wallingford. This work will take three to six weeks. The lot at the site will be closed to public parking for the life of the project, and on-street parking may be restricted as crews work.

Beginning as early as July 2020, crews will:

  • Install stormwater control and soil monitoring equipment
  • Remove the existing fence, gate, posts and stairs
  • Remove existing asphalt, concrete and some trees
  • Remove existing utilities
  • Excavate and remove contaminated soils

Currently, the Seattle Public Utilities is planning to continue with construction in your area.
