When trash, recycle, and yard waste containers are wheeled out and left on the sidewalk or in a bike lane, it creates a severe hazard to people in wheelchairs, those pushing strollers, pedestrians on foot, and cyclists. Sidewalks and bike lanes are public access and need to remain clear of obstacles.
