The Puget Sound Salmon Recovery Council will meet on Thursday, March 23, from 9:30 a.m. to 3:30 p.m., at the Nisqually Youth Center, 1937 Lashi ST SE, Olympia, WA 98513.
All are welcome to attend the meeting. With the expiration of the Governor’s COVID-19 State of Emergency, masking for Partnership staff, board members, and attendees is voluntary. We continue to strongly support those who choose to wear a mask. We plan to have gallery seating for partners and other members of the public who join us and we will make every effort to provide (but cannot guarantee) adequate spacing between seats within the constraints of our meeting space.
We’ll be providing an all-virtual livestream of this meeting, through TVW (link below). We highly encourage partners and other members of the public to use this virtual option, if possible, to reduce carbon emissions and to minimize COVID risks for everyone.

Meeting highlights include:
- A presentation and discussion about the 2023 Washington state legislative session. This session will include an update from the Salmon Recovery Council's legislative committee about their work, and council members will have an opportunity to ask questions and discuss policies in play. Presentation by Don Gourlie, legislative policy director at the Puget Sound Partnership and Mindy Roberts, member of the Salmon Recovery Council's Legislative Committee.
- A presentation and discussion about an addendum to the Regional Chapter of the Salmon Recovery Plan. This session will feature discussion of the addendum, which includes strategies and actions to move salmon recovery forward, a monitoring and adaptive management framework, and funding strategies for implementing the addendum. Presentation by Melissa Speeg, salmon recovery manager at the Puget Sound Partnership.
- A co-manager presentation and discussion about the North of Falcon process. In this session, Mark Baltzell, statewide salmon and steelhead manager at the Washington State Department of Fish and Wildlife, David Troutt, chair of the Salmon Recovery Council, and Dave Herrera, co-vice chair of the Salmon Recovery Council, will provide an overview of the North of Falcon process, including insight into how management of critical stocks affects regional salmon recovery efforts. This discussion will support the strategic priorities of the Salmon Recovery Council, the development of an addendum to the Puget Sound Salmon Recovery Plan, and the selection of investment priorities for the Puget Sound Acquisition and Restoration program 10-year plan.
- A presentation and discussion about the Puget Sound Acquisition and Restoration (PSAR) program 10-year plan. This session will include an update on the development of the 10-year plan. Presentation by Alison Agness, PSAR program manager at the Puget Sound Partnership.
- A presentation and decision about the contingency plan for the Puget Sound Acquisition and Restoration (PSAR) program 2025-2027 request for proposals (RFP). Partnership staff will request a decision from the Salmon Recovery Council on a contingency plan for the PSAR Large Capital program 2025-2027 RFP. Should the selection of investment priorities for the 2025-2027 RFP and PSAR 10-Year Plan be delayed, a contingency plan will support Partnership staff in drafting the RFP in time for a Salmon Recovery Council decision in November 2023. Presentation by Alison Agness, PSAR program manager at the Puget Sound Partnership.
- A presentation and discussion about the Legacy Projects Portfolio. The intent of the Legacy Projects Portfolio is to develop a list of large-scale salmon habitat protection and restoration projects where the scale of funding needs exceeds funding typically available from state grants. This session will include feedback from the Salmon Recovery Council on the updated Legacy Projects Portfolio. Presentation by Melissa Speeg, salmon recovery manager at the Puget Sound Partnership.
- A presentation and discussion about the Puget Sound Future Scenarios Project. The Puget Sound Future Scenarios Project explores the interactions between driving forces (such as population growth, land use policy, climate change, and others) and how our Puget Sound recovery goals (such as human wellbeing and orca populations) might respond in these different futures. This session will include an update to the Salmon Recovery Council about a simple index that can compare how "salmon friendly" each scenario is, and an update about a "salmon first" alternative scenario where human needs are fit in around salmon needs. Presentation by Elizabeth McManus, principal, Ross Strategic.
