The Puget Sound Salmon Recovery Council will meet on Thursday, November 18, from 9:30 a.m. to 3:30 p.m.
Due to the COVID-19 pandemic, the November 18 Salmon Recovery Council meeting will be a virtual Zoom meeting for all participants and the public.

Meeting highlights include:
- A presentation for discussion about the Puget Sound Salmon Recovery Plan (Plan) regional chapter update. It has been more than 10 years since the regional chapter of the Plan has been updated. The Partnership recently contracted with Environmental Science Associates and Cascadia Consulting to support content research and development of the Plan’s regional chapter until June 2021. The Salmon Recovery Council will provide feedback on a set of draft strategies and actions regarding instream flow and water quantity for inclusion in the regional chapter update. Presentation by Amber Moore, salmon recovery manager at the Puget Sound Partnership.
- A presentation and discussion about the diversity, equity, and inclusion strategic plan for Water Resource Inventory Area 8 (WRIA 8, Lake Washington/Cedar/Sammamish watershed). This session will include a presentation about WRIA 8's diversity, equity, and inclusion strategic plan and commitment to environmental justice and a question-and-answer period. Presentation by Jason Mulvihill-Kuntz, salmon recovery manager for WRIA 8, Lauren Urgenson, technical coordinator for WRIA 8, and Carla Nelson, administrative coordinator for WRIA 8.
- A presentation and discussion about submissions to the Legacy Project Portfolio, a group of large-scale salmon recovery projects. This session will include discussion about the submissions to the portfolio and next steps to bring federal, state, and private funding for these projects. Salmon Recovery Council members will be invited to characterize and connect new funding sources with projects in the portfolio. Presentation by Carrie Byron, PSAR program manager at the Puget Sound Partnership.
- A discussion of prospects for the 2022 legislative session, including salmon recovery priorities articulated by the Governor’s office and other entities. The discussion will include consideration of possible policy and budget priorities of the Salmon Recovery Council, and a decision on whether to create a legislative subcommittee that would be tasked with proactive and nimble engagement before and during the legislative session. This session will include a presentation by Don Gourlie, legislative policy director for the Puget Sound Partnership, and Mindy Roberts, Puget Sound program director, Washington Environmental Council.
- A presentation for decision about the draft 2023-2025 Puget Sound Acquisition and Restoration (PSAR) Large Capital request for proposals. This session will include a presentation on the draft 2023-2025 PSAR Large Capital request for proposals and a decision by the Salmon Recovery Council on whether to approve the draft. Presentation by Carrie Byron, PSAR program manager at the Puget Sound Partnership.
