Child Nutrition sponsors with Food Service Management Companies (FSMC) and those with inter-district agreements are required to complete and submit a Financial Information Report (Form 1505) annually.
The financial information gathered in Form 1505 is used to complete the 1800 Report. The 1800 Report is a compilation of reports and statistics for public schools to evaluate the performance of their food service operations.
Form 1505 records the distribution of FSMC expenditures for school fiscal year ending August 31, 2025.
Submit the 1505 report to cnsfiscalservices@k12.wa.us by February 20, 2026.

Participation in United States Department of Agriculture (USDA) school meal programs requires program operators to meet certain annual requirements. These include:
Completed forms are not required to be submitted to OSPI. Keep them on file for Administrative Reviews.

USDA approved OSPI’s statewide waiver request to allow local program operators to serve meals in a non-congregate setting to participants fasting during Ramadan in 2026. With waiver approval, program operators may:
- Serve meals in a non-congregate setting (grab & go)
- Adjust the time of meal service
- Serve breakfast and lunch together
- Use a serve-only meal service style for grades 9–12
The waiver is available for the National School Lunch Program (NSLP), School Breakfast Program (SBP), and Child & Adult Care Food Program (CACFP). In CACFP, this waiver is available for emergency shelters, adult day care centers, outside-school-hours care centers (OSHCC), and the at-risk afterschool component. Sponsors must be in good standing with OSPI to be considered for approval of waiver use. For more information on the waiver, please review the Ramadan Waiver Reference Sheet.

Washington State is participating in Summer EBT, “SUN Bucks,” a grocery benefit program that provides families with $120 for each eligible school-aged child to purchase groceries when school is out for summer break. This program is in addition to free meals that children of all ages can get at summer meals sites in their communities |
LEAs operating the NSLP are required to upload student eligibility data to the Summer EBT Portal between Date February 17-27, 2026. Other upload dates will be made available for students that become newly eligible after the initial upload.
Summer EBT Uploads
Student eligibility data must be uploaded to the Summer EBT portal by February 27, 2026. Important details:
- LEAs should have designated a Summer EBT contact person.
- Additional information will be sent to the LEA designated contact soon.
Eligibility
- Child who lives in a household that already receives assistance program benefits (SNAP, TANF, FDPIR), OR
- Child who attends a school that operates the NSLP or SBP, AND
- Is directly certified for free and reduced-price school meals, or
- Submits a qualifying Child Nutrition Eligibility & Education Benefit (CNEEB) Application, or
- Submits a Summer EBT application

Discover the new Cedars Comparison Report in the Direct Certification application in the Education Data System (EDS) —the latest tool to make identifying directly certified students easier and more accurate than ever! This report gives a clear side-by-side view of which students have different eligibility codes in CEDARS (Appendix X) and the Direct Certification database.
Why is this so helpful? Per the USDA Eligibility Manual for School Meals, Direct Certification should take precedence over applications, unless the application is for a higher level of benefits, and the district's system should be updated as direct certification is conducted monthly. With this report, you can quickly spot cases where CEDARS and Direct Certification do not align, review them carefully, and compare with your district’s student information system to ensure records are accurate and current.
We encourage Local Education Agencies (LEAs) to review the report monthly and work to ensure all students are accurately coded according to their current eligibility determination. To access the report:
- Log in to Direct Certification in EDS.
- Navigate to the Reports section.
- Select the "Cedars Comparison Report".
