Sponsors must submit site meal time changes in the Washington Integrated Nutrition System (WINS) site calendar by Fridays at 5 pm to ensure updates are reflected in the United States Department of Agriculture (USDA) Summer Meal Site Finder the following Thursday.
While families are encouraged to confirm meal times directly with sites, sponsors must keep WINS meal times accurate and current. This prevents unapproved meal service claims, avoids confusion, and ensures any needed changes can be made in time, especially since specialists may not be available for last-minute updates.

OSPI awarded $125,000 to sponsors expanding access and improving food quality this April. Sponsors who received funds should follow any reporting or spending deadlines included in their award letters. USDA approved OSPI’s waiver request allowing registered dietitians to be recognized as medical authorities for approving disability-related meal modifications under the Summer Food Service Program (SFSP). The Final Rule – Child Nutrition Programs: Meal Patterns Consistent with the 2020-2025 Dietary Guidelines for Americans added registered dietitians to the list of recognized medical authorities for school meal programs and the Child and Adult Care Food Program (CACFP).
The change helps reduce documentation barriers for families and supports more inclusive meal access for participants with disabilities. Effective immediately through December 31, 2025.
SP13-2025, CACFP 10-2025, SFSP 06-2025: Full Year Continuing Appropriations and Extensions Act, 2025: Effect on Child Nutrition Programs
USDA released SP 13-2025, CACFP 10-2025, SFSP 06-2025 regarding the Continuing Appropriations and Extensions Act, 2025. There are no significant changes to program operations for SY 2025–26.
Crediting of Vegetables at Breakfast
Starting in SY 2025-2026, consistent with current School Breakfast Program (SBP) requirements [7 CFR 220.8(c)(2)(ii)], schools must offer at least two vegetable subgroups at breakfast per week, if offering vegetables in place of fruit at breakfast more than once per week.
Prohibition on the Use of Chicken and Seafood from China
The 2025 Appropriations Act extends the 2024 provision that Program funds may not be used to procure raw or processed poultry or seafood products from the People’s Republic of China. This prohibition applies to all child nutrition programs and remains effective through September 30, 2025.
Compliance with Paid Lunch Equity (PLE) Requirements
Any SFA with a positive or zero balance in its nonprofit school food service account as of June 30, 2024, is exempt from PLE pricing requirements found at 7 CFR 210.14(e) for SY 2025-2026.

The USDA released SP 10-2025, CACFP 08-2025, SFSP 04-2025: Rescission of Guidance on Promoting Access to Voting through the Child Nutrition Programs, which rescinds SP 07-2022, CACFP 06-2022, SFSP 02-2022: Promoting Access to Voting through the Child Nutrition Programs.

As outlined in 7 CFR 225.15(d)(2), SFSP sponsors are required to conduct pre-operational visits before approving a site’s application. This applies to:
- New sites,
- Sites with prior operational issues, and
- Existing sites that are newly serving non-congregate meals.
These visits ensure each site is prepared and equipped to provide safe, compliant meal service for the expected number of children. Sponsors must certify that these required visits have been completed prior to final site approval.
