Seamless Summer Option (SSO)
The 2024 SSO WINS Application is now open! For SSO, please review the SSO Application Checklist for details on the application process and requirements. All applications must be submitted by June 1, 2024. Please reach out to your assigned OSPI School Meals Program Specialist with any questions.
The purpose of the OSPI SFSP Advisory Council is to provide a forum for collaboration and understanding between OSPI and sponsors of USDA Child Nutrition Programs.
While not a decision-making authority, the advisory council will serve a critical role by:
- Providing input on and sharing of best practices,
- Providing input on training and resource needs; and
- Engaging in peer-to-peer learning and support.
Member selection will be based on size, geographical location, meal production method, and type of sponsor to best represent sponsors in Washington. Sponsors may volunteer and/or be invited by OSPI. OSPI will make the final decision on members. Advisory Council members agree to be honest, transparent, and respectful in their dialogue with other Advisory Council members, and while representing the Advisory Council.
Terms of Service:
- Advisory Council year is based on the program year.
- The term of service is a minimum of 2 years (initial term may be longer).
- 1/3 of the council will be replaced annually.

The federal government used Catalog of Federal Domestic Assistance Number (CFDA) as a resource to help find government programs available to corporations, government agencies, and citizens. Child Nutrition Programs are assigned a CFDA Number. CFDA numbers are used routinely in reporting federal grants and grant expenditures for example, the Schedule of Expenditures of Federal Awards (SEFA).
Recently, CFDA numbers transitioned to Assistance Listing Number (ALN). Only the name changed.

The Department of Ecology has new and upcoming requirements designed to reduce litter and PFAS pollution from disposable food packaging and service ware. There are five different requirements that organizations serving food (including schools) should know about:
- Use PFAS-free food packaging.
- Avoid expanded polystyrene (EPS).
- Look for compostable product labeling.
- Avoid single-use plastic carryout bags.
- Ask customers before giving out single-use service ware.

If your organization will be applying to participate in SFSP this year for the first time as a new sponsor OR your organization operated SFSP in 2022, but chose not to operate in 2023 (Gap in Service) complete the following prior to beginning the SFSP Timeline Tasks listed below.
- Visit our New Sponsors | OSPI web page and read the information under the Summer Food Service Program (SFSP) dropdown.
- Complete the New Sponsor Questionnaire. Use this checklist to collect the needed documents. Information entered in an unsubmitted or incomplete survey will be lost.
- Once a checklist is received, you will be contacted with questions and next steps. Start early, as it can take up to a month to be approved to apply.

1. Complete online Canvas training and SFSP application submission.
2. SFSP Application for June Operations Start Date – April 30 Suggested Application Submission Deadline. Sponsors who plan on beginning SFSP operations in June should have their application submitted by the end of April to ensure approval by June.
May
1. One month left to submit SFSP application (WINS Application & Survey) and complete online Canvas annual training requirements.

June
1. SFSP Application Submission Deadline June 1 – WINS Application & Survey must be submitted no later than close of business June 1, 2024.
An application submission is not an automatic approval. Meals served cannot be claimed for days prior to an approved application. Plan ahead - OSPI has 30 days to approve an application once an accurate and complete application has been submitted.
2. SFSP Application Deadline June 15
This is a USDA requirement with no exceptions. SFSP application submissions received after 6/1/2024 will only be reviewed and approved on a case-by-case basis.
The Proposed Rule entitled “Serious Deficiency Process in the Child and Adult Care Food Program (CACFP) and the Summer Food Service Program (SFSP)” was published in the Federal Register. The proposed rule can be viewed here: Federal Register Notice
Through this proposed rulemaking, the U.S. Department of Agriculture’s (USDA) is proposing important modifications to the serious deficiency process in CACFP, extending the process to CACFP unaffiliated sponsored centers, and establishing a serious deficiency process in SFSP. These changes will improve consistency in language and process among statute, regulations, and guidance for both CACFP and SFSP. Additionally, these changes will improve consistency in the serious deficiency process within and across States and strengthen program integrity.

Annual adjustments to the Income Eligibility Guidelines to be used in determining eligibility for free and reduced-price meals, free milk, and Summer Electronic Benefit Transfer benefits for the period of July 1, 2024 through June 30, 2025 are now available.
These guidelines are used by schools, institutions, and facilities participating in the National School Lunch Program (NSLP), School Breakfast Program (SBP), Special Milk Program for Children, Child and Adult Care Food Program (CACFP), and Summer Food Service Program (SFSP).
2024–25 Income Guidelines
Appeal procedures give USDA Child Nutrition Programs sponsors an avenue to appeal when the Office of Superintendent of Public Instruction Child Nutrition Services takes adverse administrative action as required by federal regulations.
These procedures are specific in what actions are appealable and what programs they apply to. Appeal procedures are included in Final Letters summarizing review findings; however, you may review the procedure at any time on our webpages.

Farm to Summer Week Pledge
Summer is coming!
OSPI invites you to participate in Farm to Summer Week, July 15–19. Participation means including fresh, local foods in SFSP menus and offering food-related enrichment activities to program participants.
To participate, take the pledge to:
- serve at least one local food product in your meal that week,
- provide one food education activity (in-person or virtual), and
-
share your stories about Farm to Summer Week using social media (or your communication method of choice) during the week of July 15–19!
Including fresh, local foods in the menus increases meal quality and supports local farmers. Nutrition and agriculture enrichment activities have been shown to increase kids’ willingness to try new foods.
