Seamless Summer Option (SSO)
The 2024 SSO WINS Application is now open! For SSO, please review the SSO Application Checklist for details on the application process and requirements. All applications must be submitted by June 1, 2024. Please reach out to your assigned OSPI School Meals Program Specialist with any questions.
USDA released policy memorandum, SFSP 08-2024, SP 15-2024: Non-Congregate Meal Service in Rural Areas: Questions and Answers #2. This memorandum addresses additional implementation topics based on feedback from State agencies, program operators, and stakeholders. It also ensures consistency with the provisions of the interim final rulemaking, Establishing the Summer EBT Program and Rural Non-congregate Option in the Summer Meal Programs (88 FR 90230).
The WSDA Farm to School Purchasing Grant is a competitive reimbursement grant available to schools, childcare centers, and summer food service programs for the purchase and use of Washington-grown foods in child nutrition programs.
Timeline:
- Round 2 Grant Period: July 1, 2024–June 30, 2025
- Application Opens: late February/early March 2024
- Application Closes: April 15, 2024
- Awards Announced: June 2024
Application Eligibility for Round 2:
- Active program operators of the National School Lunch Program (NSLP), the Child and Adult Care Food Program (CACFP - childcare), and the Summer Food Service Program (SFSP) or Seamless Summer Option (SSO).
- Family Day Care Home providers may not apply individually, but they may participate through the organization that oversees them.
- Tribal Schools and Tribal Early Learning Centers.
- Recipients of a 2023–2025 Round 1 WSDA Purchasing Grant are not eligible to apply.
If your organization will be applying to participate in SFSP this year for the first time as a new sponsor OR your organization operated SFSP in 2022, but chose not to operate in 2023 (Gap in Service) complete the following prior to beginning the SFSP Timeline Tasks listed below.
- Visit our New Sponsors | OSPI web page and read the information under the Summer Food Service Program (SFSP) dropdown.
- Complete the New Sponsor Questionnaire. Use this checklist to collect the needed documents. Information entered in an unsubmitted or incomplete survey will be lost.
- Once a checklist is received, you will be contacted with questions and next steps. Start early, as it can take up to a month to be approved to apply.

April
1. SFSP In-Person Annual Training in Spokane April 16 – deadline to sign up is 4/8.
For sponsors that prefer in-person training, this training includes tracks for both Community Sponsors and Local Education Agencies (LEAs).

2. Continue to work on completing SFSP application submission and online Canvas training, if applicable.
3. Farm to SFSP Grant – WSDA Farm to School Purchasing Grant Application Deadline April 15th

4. SFSP Application for June Operations Start Date – April 30 Suggested Application Submission Deadline.
Sponsors who plan on beginning SFSP operations in June should have their application submitted by the end of April to ensure approval by June.
May
1. One month left to submit SFSP application (WINS Application & Survey) and complete online Canvas annual training requirements.

June
1. SFSP Application Submission Deadline June 1 – WINS Application & Survey must be submitted no later than close of business June 1, 2024.
An application submission is not an automatic approval. Meals served cannot be claimed for days prior to an approved application. Plan ahead - OSPI has 30 days to approve an application once an accurate and complete application has been submitted.
2. SFSP Application Deadline June 15
This is a USDA requirement with no exceptions. SFSP application submissions received after 6/1/2024 will only be reviewed and approved on a case-by-case basis.
