The Department of Health and Human Services has announced that the COVID-19 Public Health Emergency (PHE) will expire on May 11, 2023. To prepare for the expiration of on-site monitoring waivers, USDA released SFSP 06-2023: Oversight and Monitoring of the Summer Food Service Program - Guidance on On-site and Off-site Strategies and Options.
This memorandum provides guidance regarding on-site and off-site strategies and options for oversight and monitoring of the Summer Food Service Program along with guidance to State Agencies and local operators for program implementation. It continues the flexibility provided in response to COVID-19 in making situational determination of off-site/on-site and combination or “hybrid” administrative reviews. The accompanied index outlines the review requirements for on-site and off-site strategies and options applicable to SFSP.

Appeal procedures give USDA Child Nutrition Programs sponsors an avenue to appeal when the Office of Superintendent of Public Instruction Child Nutrition Services takes adverse administrative action as required by federal regulations.
These procedures are specific in what actions are appealable and what programs they apply to. Appeal procedures are included in Final Letters summarizing review findings; however, you may review the procedure at any time on our webpages.

In preparation for summer 2023, we have made several updates to our SFSP forms. Please ensure all copies of your forms are the most current version.
