Guidance for 2023–24 Program Approval: Updated Guidance Related to Missing Courses

With continuous improvement as a core value of our agency, we continue to evaluate our current systems and what we are doing on a state level to approve Career and Technical Education (CTE) programs. At this time, we believe the best use of districts’, skills centers’, and State-Tribal Education Compact Schools’ (STECs) time is to ensure any courses that are being currently offered or will be offered in the 2023–24 school year, are approved in EDS.

Keeping that in mind, the following guidance applies: 

Is there a course missing from the District Summary section in Program Approval (PA) that the district/skills center/STEC is planning to offer in the 2023–24 school year?
- If YES, but the course has been approved in Application Management since March of 2018 and has all the following apply:
  - no changes in CIP code,
  - no changes in delivery method (high/middle school/online) that would alter the standards that are being taught and assessed; and
  - no changes in curriculum that would alter the standards that are being taught and assessed
  - A new course application does not need to be created.
- If NO, the course has NOT been approved in Application Management since March of 2018 OR the course has been approved in Application Management since March of 2018 but any of the following applies:
  - a change in CIP code,
  - a change in delivery method (high/middle school/online) hat would alter the standards that are being taught and assessed; or
  - a change in curriculum that would alter the standards that are being taught and assessed
  - A new application must be submitted in Application Management between February 1 and April 15, 2023.

All courses being offered must have approval in EDS, either as approved courses in Application Management since March 2018 or as part of an approved Program Approval application, to be claimed for CTE enhanced funding and/or contribute towards a CTE Graduation Pathway.

For each course missing from 2023–24 Program Approval that have been approved since March 2018 without changes to the curriculum frameworks noted above, please do the following:

Record the App ID, Local Course Name, and CIP Code from the approved application in Application Management.  
Note the information (App ID, Local Course Name, and CIP Code) in the Comments section of the 2023–24 Program Approval Application as previously approved since March 2018.

An OPSI Program Supervisor will verify approval of the courses and make an additional notation in the Comments section of the Program Approval application.
Upon final approval, an OSPI Program Supervisor will provide a manual Program Approval Signature Page outside of EDS via email that includes previously approved courses that are missing from the 2023–24 Program Approval application (Date to be determined).

In addition to printing the Program Approval Signature Page that is generated by EDS, the manual signature page should be used by districts, skills centers, and STECs to obtain necessary signatures (CTE Director, Advisory Committee Chair, and Superintendent or designee) and kept on file locally. The signature pages should be filed together.
