EGMS Survey
Please complete this 5-minute survey. Your feedback and experience with the Consolidated Grant Application (CGA) in EGMS will guide OSPI in planning for the next school year. We are seeking feedback about the application process, the new system, and the support provided from the LEA EGMS administrator, LEA grant managers from each Title program, and business managers.

Amendments: How do I explain my budget redirection?
In EGMS, budget revisions are a type of amendment and are called budget redirections. Do not submit a budget redirection if the change is less than 10% of the total budgeted direct expenditures for the focus area. A budget redirection is not necessary or required in this situation.
To ensure approval by OSPI, when submitting a budget redirection provide sufficient information in the Overall Justification. Include the focus area and rationale for the revision. The level of detail needed depends on the focus area that was revised and whether the change aligns to the currently approved application.
Title I Comparability Report
The Comparability Report is only required for your LEA if:
- In at least one grade span with more than one school, one or more schools receive a Title I allocation.
The Comparability Report is not required in the following situations:
- The LEA has one school, or one school per grade span.
- The LEA has more than one school in a grade span and none of the schools in that grade span receive a Title I allocation.
Consolidated Grant Application Not Approved Yet?
Find out where your application is in the process. When you access your application on the “Applications” tab in EGMS, refer to the “Status” column. If it says “Review Initiated,” OSPI is reviewing your application. If it says “Revision Initiated,” the application has been sent back to the LEA for revisions. Open the application and refer to the “Explanation of Revisions Needed” on the Revisions tab for items that need to be addressed. For technical assistance, contact the program supervisor assigned to your district for each area that has not been approved. Once the necessary revisions have been made in the Budget and Forms and Files tabs, enter a comment at the bottom of the Revisions tab. The application owner can then submit the application back to OSPI for review.
Application Tip: Save each section before you save and validate the page.
Claims/Reimbursement Requests
We recently hosted an EGMS Claims Training. If you were unable to attend, or need a refresher, please take a look at the slides and/or video.
As a reminder, for Title IV, Part A you must assign expenditures to one of the three program purposes (similar to how you did for your budget). This is important to ensure accurate aggregate reporting to the U.S. Department of Education.
Also, reminder that the claims due date in EGMS is the 15th of each month. Your full application must be approved and converted to an award by OSPI before you can claim for reimbursement.

Update on Title I, Part A Delinquent Set-Aside
After considering new research and in consultation with our partners, we have determined the Title I, Part A Delinquent set-aside is not required, however it is highly encouraged. Additionally, we recommend LEAs utilize this set-aside and work with facilities within their boundaries to provide supports for these students and their unique needs. We will be updating our posted guidance for this set-aside to reflect this revision in policy.
Required Actions:
- LEA’s who have been asked to revise their Consolidated Grant Applications (CGA) by adding a Delinquent Set-Aside can disregard that request and leave it off. If you would like to include it, please continue with your plans.
- For those LEA’s who have approved CGA’s and utilized the Delinquent Set-aside, please consider whether you would like to keep it as is, or if you would like to revise your CGA. LEA’s can make these changes at the local level without changing their CGA by ensuring accurate accounting records by tracking budget revisions. Contact your Title I, Part A Supervisor if you have questions about how to proceed.
Teacher, Paraeducator, and Substitutes in Title I, Part A Schools
After careful review of federal requirements and in consultation with LEA staff and national partners, the Title I, Part A office has revised some of the guidance and requirements regarding qualifications for teachers, paraeducators, and substitutes in Title I, Part A programs or activities. Note that any staff funded with Title I, Part A funds must participate in Title I, Part A programs or activities.
One key change we wanted to bring to your attention relates to substitutes. The qualifications and requirements for substitute teachers or paraeducators in Title I, Part A programs or activities are determined by the Local Education Agency (LEA) and the school.

SAO Audits of Title I, Part A Programs in LEAs
The State Auditors Office will be conducting single audits of LEAs this year (between January & May) as usual. They will be looking at 2021-22 school year documentation. To help you prepare for those audits, we are sharing with you the areas of the 2022 Compliance Supplement they are auditing.

National Association of ESEA State Program Administrators (NAESPA) Conference
The National ESEA Conference is intentionally aimed at coordination among federal education programs under the Elementary and Secondary Education Act (ESEA) and other federal programs. The 2023 National ESEA Conference will feature over 140 content-rich sessions and four exceptional keynotes covering the many challenges facing education. Several of your colleagues from Washington state will be among those presenting at the conference.

Structured Literacy within an MTSS Framework
OSPI has partnered with Glean Education in providing free statewide professional development to all WA educators in Structured Literacy within an MTSS Framework.
The goal of the training initiative is to build staff capacity and provide teachers with the knowledge and tools to enable them to effectively implement Structured Literacy within an MTSS Framework to ensure literacy proficiency for all Washington students. This professional learning initiative was designed with three elements aimed at building capacity, background knowledge, and a common understanding of research-based approaches among Washington State educators, leaders, parents, & caregivers.

100 Schools Reach Report
Washington State was awarded the federal Preschool Development Renewal Grant (PDG) to support innovations in early learning systems from 2020 to 2022. This grant includes a focus on strengthening transitions in early childhood special education (Part C to Part B) and from early learning to K-12.
Beginning September 1, 2020, 13 selected teams will identify a high-priority goal to improve transitions for children ages birth through 5 years old. With a focus on equity, teams implemented specific approaches and strategies to reduce the effects of systemic injustice and disproportionality and strengthen effective transitions for children furthest from opportunity,

Reporting Reminders
Access to LAP funding for the 2022-23SY is contingent upon the LAP End-of-Year (EOY) report begin submitted to OSPI, along with submission of FP218. In other words, to receive LAP funds, LEAs need to submit both a FP218 and an End-of-Year report. The deadline for submission and finalization of the EOY report found in EDS is Dec 10. Districts will not have an opportunity past this date to complete their end of year reporting. Please ensure your district is working to complete the application prior to this date. If you need assistance with submitting data to OSPI, please work with your CEDARS District Administrator.

Family Income Survey
Even though LEAs participating in Community Eligibility Provision (CEP) are no longer required to collect the free and reduced price USDA applications, family income data needs to be collected through the Family Income Survey. This survey has been translated into multiple languages and is available on the CEP and Title I, Part A webpage. Without this data, E-rate, Learning Assistance Program, and other state funding could be impacted.

English Language Arts/Reading Learning Opportunities
OSPI is hosting a series of FREE sessions focused upon reading at the elementary and at the secondary level. These series are grounded in strong reading research and practice. Consider these opportunities for staff working to close the achievement gap in English Language Arts (ELA) and/or reading.
Structured Literacy Instruction for Students with Dyslexia and Others Who Struggle to Read and Write (pdenroller.org)
This series of classes is designed to introduce participants to explicit literacy practices for meeting the needs of students with dyslexia and other word-level reading difficulties. Each offering is a separate class. Participants may pick which ones they want or can attend or all seven. Topics covered will be the role of decoding, phonological awareness, and orthographic mapping in reading fluently for comprehension and motivation.

Program Reviews Update
We anticipate the bugs in Program Monitor will be fixed in the first week of December. Once that is confirmed we will launch the Reviews, giving you the ability to upload materials in the system. It will take a few days to input all the Reviews into the system. Thank you for your patience. The notification that the system is open will be emailed to your Superintendent, Program Review Lead, Fiscal contact, and Civil Rights contact.
For those of you with early Reviews beginning in December, we recommend collecting and tracking your Program Review documentation in an internal folder in preparation for the Program Monitor’s launch.
