This time together will enhance the old and new ideas on how to invite our families to take an active role in the different activities that offered by the WA Migrant Education Program in different districts. These strategies are useful for all families across grade spans and programs.

The Pre-K Inclusion Collaboration Team Reconvening
In partnership with the Department of Children, Youth, and Families and the Office of Superintendent of Public Instruction, the Pre-K Inclusion Collaboration Team (PICT) will reconvene on October 10, 2022 (9 am–1 pm) via zoom.
The PICT envisions an equitable system of inclusive practices for all children in early learning settings that meets the needs of a wide range of community partners, from the families who engage in the systems to the leaders and educators that facilitate it.
This convening features keynote speaker, Jon Claymore, Superintendent of Taholah School District, and will include interactive workshop activities for participants to provide recommendations on the development of policies, tools and resources that can bring this vision of inclusion to reality.
Lifelines Training
Lifelines is a wellness focused, trauma-informed program for schools based on the principal of the Competent School Community. Every member of the school community is included in the implementation of Lifelines. For this reason, OSPI expects that teams registering for in-person training, including a three year subscription to the online Lifelines curriculum, will commit to passing along their learning to others in the education community and to implementing the curriculum.
Each of the three sections of the trilogy will be offered on two separate dates. Please keep in mind that each session is approximately six hours and registrants should plan to attend for the full day. Please register for the following dates in the PdEnroller system.

Educator Equity Data Collection Kickoff Webinar on November 22, 10:00 am
Title II, Part A will hold a kickoff webinar for the Educator Equity Data Collection (EEDC) in EDS. Participants will learn how to navigate EEDC and learn about the support materials available. This webinar will not be recorded but the PowerPoint slides will be posted on the Title II, Part A webpage.
LEAs are highly encouraged to attend as a team. Human resources personnel, CEDARS administrators and registrars all play an important role in the EEDC process.

Outdoor Learning Grants
This Washington Office of the Superintendent of Public Instruction’s funding program provides grants for federally recognized tribes and outdoor education providers to develop and support outdoor educational experiences for students in Washington public schools. Grants are available to support existing capacity and to increase future capacity for outdoor learning experiences. Applicants must partner with a Washington State public school, state-tribal education compact school, or tribal school.

Grant requirements:
- Provide a Washington OER Hub Overview session for educators and administrators to promote awareness of and engagement in the online platform. This would be offered in collaboration with OSPI’s OER Project.
- Provide professional learning for educators focused on one or more Washington-developed resources found on the OER Hub. Professional learning should be ongoing throughout the school year and include implementation of the resource with students.
Proposals must come from an Educational Service District, school district, or non-profit educational organization in Washington
Grant requests may not exceed $10,000 and most awards will be in the $5,000 range

Free Statewide PD: Structured Literacy within an MTSS Framework
OSPI has partnered with Glean Education in providing free statewide professional development to all WA educators in Structured Literacy within an MTSS Framework.
The goal of the training initiative is to build staff capacity and provide teachers with the knowledge and tools to enable them to effectively implement Structured Literacy within an MTSS Framework to ensure literacy proficiency for all Washington students. This professional learning initiative was designed with three elements aimed at building capacity, background knowledge, and a common understanding of research-based approaches among Washington State educators, leaders, parents, & caregivers.
The three (3) elements are, (1) asynchronous coursework-18 hours, (2) synchronous Expert Webinar Series-10 hours, (3) training for a state literacy team to support ESD’s, districts, and schools. All links and documents that provide access to the PD and clarity on the initiative are included in the document MTSS Structured Literacy PD Webinar Materials.

Reporting Reminders
In order to receive LAP funds in 2022–23, LEAs need both a submitted End-of-Year Report and submitted Form Package (FP) 218. Please review the following resources carefully before completing either application.
It is important for LEAs to follow each step of the user guides for both the End-of-Year application and FP 218 to avoid additional work, including the directions for the Fund Allocation tab within the End-of-Year application. Due to legislative changes, this tab requires a “No” response to mark complete. LEAs will then submit their FP 218, where they can accept funds for the 2022–23 school year, as usual.
We are aware of the difficulties some districts are experiencing in meeting the September 30 deadline due to a CEDARS bug that is incorrectly rejecting Ethnicity records that contain the ‘old/original’ valid values for school years 2021–22 and prior. Our IT department is working on it, and we appreciate your patience.
We will extend our deadline into October to allow for these CEDARS issues.

Family Income Survey
Even though LEAs participating in Community Eligibility Provision (CEP) are no longer required to collect the free and reduced price USDA applications, family income data needs to be collected through the Family Income Survey. This survey has been translated into multiple languages and is available on the CEP and Title I, Part A webpage. Without this data, E-rate, Learning Assistance Program (LAP), and other state funding could be impacted.

English Language Arts/Reading Learning Opportunities
OSPI is hosting a series of FREE sessions focused upon reading at the elementary and at the secondary level. These series are grounded in strong reading research and practice. Consider these opportunities for staff working to close the achievement gap in English Language Arts (ELA) and/or reading.
2022-23 Secondary Science Of Reading Learning Community (pdenroller.org)
This learning community for teachers of students in upper elementary and the secondary grades will deepen participants’ previous knowledge and learning about teaching students in upper elementary and secondary grades who struggle to read content text materials. Sessions will be built upon collegial discussions, including job-alike breakouts, around foundational concepts of the Science of Reading, and successful literacy strategies and supports for Tier-1 instruction within an Multi-Tiered System of Supports (MTSS) framework. An introductory session was offered on August 17 but not required for this series.

Structured Literacy Instruction for Students with Dyslexia and Others Who Struggle to Read and Write (pdenroller.org)
This series of classes is designed to introduce participants to explicit literacy practices for meeting the needs of students with dyslexia and other word-level reading difficulties. Each offering is a separate class. Participants may pick which ones they want or can attend or all seven. Topics covered will be the role of decoding, phonological awareness, and orthographic mapping in reading fluently for comprehension and motivation.
