Why is renewal due September 1 this year?
All costs, including food, require prior approval before the cost is incurred. Therefore, budget submissions must be approved prior to the start of the fiscal year, no later than September 30, 2022. It may take up to 30 days to process and approve a complete application.
What happens if we submit our renewal after Sept. 1?
Sponsors may choose to submit their application for approval past the September 1 deadline but may not be approved in time to receive reimbursement for meals served during October 2022.

Is someone available to help me if I need additional assistance?
Office hours and TA sessions are available to help with renewal applications. Budget focused sessions will also be offered starting next week. Contact your Specialist if you have specific renewal questions or if you are interested in attending one of the office hour/TA sessions.
Are there special considerations I should be aware of?
- At the time of completing your Sponsor Application if you have not watched the recorded Annual Updates Training, answer "No" to the question "Institution attended required OSPI training". This training will be released in September.

Documentation of a valid Unique Entity ID (UEI) number must be provided to your Specialist along with the expiration date. Not providing this will hold up renewal approval.
- Sponsors who have had a gap in CACFP operation of a year or longer must reactivate their CACFP application in addition to the renewal requirements to operate CACFP in FY23.

The optional Administer CACFP Like a Pro! Workshop will be hosted in-person around the state this October!
This optional, in-person training will be hosted around the state with the goal to give you hands-on experience and time to connect with others so you can administer CACFP like a pro!
Training topics include Meal Patterns, Staff Training, and Financial Management. Join breakout sessions based on your organization sponsor type (Multi-Site/ Affiliated Sponsors; Independent Center Sponsors; At-Risk Program Sponsors; Family Day Care Home (FDCH) and Unaffiliated Sponsors.
*Please note: FDCH and Unaffiliated Sponsors sessions will only be offered in Ellensburg.
Who Should Attend?
This training is meant to enhance your knowledge about the CACFP and allow time for you to connect to other CACFP Operators around the state.
Important Details
- Training is free to attend; however, participants must pay for meals, parking, and any overnight stays.
- OSPI CNS is unable to provide coffee or meals when providing training. We recommend participants to bring snacks, water, or coffee as needed.
- Ensure to pay attention to registration information. We will send additional messaging out regarding parking fees, nearby restaurants, and accommodation information through pdEnroller after you register.
Format for this Workshop
This workshop will be held from 9:30 am– 4 pm PT. All attendees will be in a general session at the beginning of the day for all sponsor types. After the general session, participants will split up into breakouts by organization type (Multi-Site/ Affiliated Sponsors; Independent Center Sponsors; At-Risk Program Sponsors). - Each participant must register for the event using their own pdEnroller account, please create a free pdEnroller account if you do not have one already.
- While there is an option to register more than one attendee with one account, you will not be able to register each person for different sessions. Due to this issue, we recommend each participant to register with their own account.
- Once you navigate to the Breakout Sessions page, select the check boxes for the sessions most appropriate for your organization type.
- Registrants will receive a confirmation email with their selected sessions. Keep this email for your records.

It's important to ensure the appropriate staff attend this training and certify their completion. Each legal entity that received funds from the U.S. Government was required to have a unique identifier called a DUNS number. On April 4, 2022, the federal government moved away from the DUNS Number as its official entity identifier and toward the new Unique Entity ID (UEI), which will be generated in SAM.gov.
What You Need to Do
All Child Nutrition Sponsors should already have their DUNS number registered at SAM.gov. If you do not know your SAM ID or have never registered for one, you can go to the Sam.gov website to register for a new account and request your UEI.
- Each entity must get a UEI through SAM.gov.

Documentation of valid SAM UEI number along with the expiration date must be provided to your Program Specialist. Renewal applications will not be approved without this.
- SAM UEI numbers must be renewed annually
If you are in the validation process now and have submitted a validation service ticket through SAM.gov, you must log into SAM.gov to receive correspondence for that ticket. If you have been contacted in SAM.gov about an open ticket, follow-up must be received from you within 5 days, or the ticket will be closed.

The validation process is a critical piece of the federal awards ecosystem. It prevents improper payments, procurement fraud, and helps ensure the integrity of government contracts and grants processes, representing trillions of dollars in taxpayer funds each year.
This Entity Validation Service independently verifies the uniqueness of an entity. SAM.gov verifies that there is no existing registration for the legal business name and physical address as part of this validation process.
Informational Webinar
General Services Administration (GSA) hosted a Discussion on the new Entity Validation Process in SAM.gov on August 3, 2022. This webinar covered the various steps of the entity validation process, reviewed requirements for documentation, and addressed the most common user questions. This session focused on assisting entities that have begun the registration process or are currently renewing their registration.

GSA will be holding additional sessions in the near future specifically for entities that are planning to update their SAM.gov registration or submit a new registration in the coming weeks or months. These training sessions will cover the entity validation process phase of SAM.gov registration.

Operation of the Child and Adult Care Program (CACFP) is not transferable between businesses when ownership changes occur. Reimbursement to the previous owner will not be granted after the date of the ownership change.
The new owners must start the CACFP application process to become a CACFP Sponsor with the new:
- Business name
- Tax ID number
- Statewide Payee Number
The application process may take up to three months and in some cases longer. During this time claims may not be submitted for reimbursement by the new or previous program sponsor. New CACFP sponsors may begin claiming meals for reimbursement once the Child Nutrition Programs Unified Permanent Agreement has been signed by both OSPI and the CACFP Sponsor.
Funds Must be Returned to OSPI CNS if:
- Claims are submitted for reimbursement by the previous owner after an ownership transition occurs
- Emergency Operating Cost (EOC) funds were granted but not spent prior to the business transfer must be returned.
If your business is anticipating an ownership change please notify your specialist as soon as possible. Your CACFP specialist will assist you and the new business owner through this transition.

About This Webinar
The purpose of this webinar is to discuss how educators can benefit from the Public Service Loan Forgiveness (PSLF) program. This webinar will review the temporary PSLF waiver which provides time-limited changes to rules that allow borrowers to receive credit for past periods of repayment that would otherwise not qualify for PSLF.
Borrowers are encouraged to act now since these changes are currently set to expire on October 31, 2022. The webinar will also highlight recent improvements to the Teacher Education Assistance for College and Higher Education (TEACH) Grant program and best practices for implementation.
The Washington State Department of Agriculture (WSDA) and OSPI have teamed up once again to increase the amount of Washington-grown foods served in schools and childcare centers across the state.
Thanks to funding provided by the state legislature, $227,650 was awarded to CACFP sponsors! These funds will allow sponsors to connect with local farmers, ranchers, fishers, and processors to make nutritious, local foods available to more children and expand market opportunities for local food producers.
