Application Reminders
All costs, including food, require prior approval before the cost is incurred. Therefore, budget submissions must be approved prior to the start of the fiscal year, no later than September 30, 2022. It may take up to 30 days to process and approve a complete application.
Sponsors may choose to submit their application for approval past the September 1 deadline but may not be approved in time to receive reimbursement for meals served during October 2022.

Sponsors who have had a gap in CACFP operation of a year or longer must reactivate their CACFP application in addition to the renewal requirements to operate CACFP in FY23.

Since the late 1970s, each legal entity that receives funds from the US Government is required to have a unique identifier called a DUNS number. As of April 4, 2022, the Federal Government changed the requirements for these numbers. They will now be using a Unique Entity ID (UEI) number.
Details
All sponsors must have unique UEI number entered into their "Sponsor Profile" page in WINS. Without the UEI number, Sponsors will not be approved to operate CACFP in FY23.
You can go to www.sam.gov, register for a new account, and request your UEI number in just a few minutes. SAM.gov provided this video on how you can get your UEI number.

Is your institution enrolled with Team Nutrition as a CACFP organization?
Team Nutrition CACFP Organization enrollment form has been revised. This revision consisted of replacing the DUNS number with the UEI number.
Team Nutrition has updated the records of all enrolled Team Nutrition Organizations to include the UEI, when possible. Please check your organization’s information at Team Nutrition CACFP Organization Network to confirm that all of the information is correct and up-to-date. Watch this video to learn how to update your organization’s information, if needed.

There is a new CACFP Food Service Agreement for Vendors available on the CACFP webpage. All CACFP sponsors who use a vendor must use this form moving forward.

Infants enrolled for care at a participating CACFP center or day care home must be offered a meal that complies with the CACFP infant meal pattern requirements (7 CFR 226.20(b)). CACFP regulations define an enrolled child as “a child whose parent or guardian has submitted to an institution a signed document which indicated that the child is enrolled in child care." A center or day care home may not avoid this obligation by stating that the infant is not “enrolled” in the CACFP, or by citing logistical or cost barriers to offering infant meals.
Sponsors may choose to not claim meals provided to enrolled infants. Regardless if infant meals are claimed, sponsors must offer enrolled infants meals that meet the meal pattern while considering each child’s developmental readiness for meal pattern components. Sponsors must provide food to meet the meal pattern, parents cannot be asked or expected to provide food for their child.
To ensure program compliance, CACFP Specialists will verify that all enrolled infants are provided meals that meet meal pattern requirements during administrative reviews starting in FY23.
Recordkeeping
Infant meal recordkeeping requirements have been revised to alleviate burdensome paperwork in efforts to streamline this process.
Infant meals may be claimed when the following steps have been taken:
- Maintain CACFP Infant Meal Forms for each enrolled infant. This form helps track developmental readiness and assists staff in providing required components when appropriate.
- The Standard Infant Menu & the Infant Meal Pattern have been posted in the infant room(s).
- Staff take a point of service Meal Count once all components infants are developmentally ready for have been offered.
Reminder: Infants eat on demand; components of a meal do not need to be provided all at the same time and may be spread out throughout the day.
Would you like to start claiming enrolled infant meals in FY23?
If you have not previously claimed enrolled infant meals, but you would like to start in FY23:
- During renewal, indicate this change in WINS in the Site Application to include 0-12 months for “Age of Participants”.
- Provide training to staff on the CACFP infant meal requirements prior to October 1. Continue to include this topic during your staff annual training.

USDA Food and Nutrition Service (FNS) Farm to School Program released the revised Procuring Local Foods for Child Nutrition Programs Guide, which provides an overview of federal procurement principles and covers topics related to sourcing and purchasing local foods for child nutrition program operators.
This guide highlights a variety of mechanisms sponsors can use to purchase local products while staying in accordance with federal procurement regulations.
Featured are examples of how to target local foods when conducting both formal and informal procurements, use the Geographic Preference option to enhance local purchasing.

The U.S. Department of Agriculture (USDA) recently released updated Civil Rights Division (CRD) policy memos.
Important Updates
These memos clarify prohibitions against discrimination based on sex in all USDA Food and Nutrition Service (FNS) programs and related implementing regulations that prohibit discrimination on the basis of gender identity and sexual orientation.
What this means: Child Nutrition Program operators and sponsors must not discriminate or deny access to programs based on gender identity and sexual orientation.

Effective Immediately: If not currently part of your organizational practices, update program discrimination complaint processing procedures to include complaints alleging sexual orientation and gender identity discrimination.

Effective Immediately: Process any complaints alleging sexual orientation and gender identity discrimination as complaints of prohibited sex discrimination. There will not be a grace period for accepting and processing discrimination complaints based on sexual orientation and gender identity in FNS programs.

Before August 3, 2022: Update webpages and documents with the updated USDA Child Nutrition Programs Nondiscrimination Statement.
- The nondiscrimination statement is required on all documents referring to program access, program approval, and widely distributed documents. Examples include: items distributed to the public, landing page of web pages, student handbooks, brochures, letters to families, or press releases.
- Child Nutrition Program operators and sponsors are required to take reasonable steps to ensure program access and benefits to individuals with Limited English Proficiency (LEP).
- The USDA is currently working to translate the updated nondiscrimination statement into additional languages. Please do not translate the nondiscrimination statement at this time.
- OSPI CNS will update documents previously translated with the updated nondiscrimination statement. Please keep an eye out for future CNS Updates.
