Complete the Pre-Application in EGMS for the ESEA Consolidated Grant Application

The Pre-Application for the ESEA Consolidated Grant Application (CGA) has launched in EGMS!

What is the timeline?

Local Education Agencies (LEAs) should complete the Pre-Application by July 1. The last day that it is available is October 14.

Is the Pre-Application required?

Yes, it is required for all LEAs that will apply for any funding sources included in the ESEA CGA (Title I, Part A; Title I, Part C; Title I, Part D Subparts 1 and 2; Title I, Part A; Title III, Part A; Title IV, Part A; and/or Title V, Part B). It is the first step in applying for these funding sources.

What is included in the Pre-Application?

The Pre-Application includes the Intent to Participate form, which displays preliminary allocations for ESEA programs. LEAs indicate whether they will accept each funding source, as well as whether they will REAP their funds or transfer them. The Pre-Application also includes the SAS and Program Assurances form, where LEAs enter their contact information for each funding source, and sign assurances for each program.

What should I do next?

First, identify the EGMS user in your LEA who will be responsible for coordinating the submission of the Pre-Application. Learn more about the work flow and user roles in the CGA.

To begin the process:

Log into EGMS. If you are unable to log in, reach out to your LEA EGMS Administrator who manages access. The LEA EGMS Admin can contact EGMS.Support@k12.wa.us with questions regarding user accounts.
Find the ESEA Consolidated Grant in the Opportunities tab and click on the “View” icon to open it. Click on “Qualify,” “Create Pre-Application,” and then “Save and Continue” in the upper right-hand corner of subsequent three screens.

Where can I find instructions to complete the Pre-Application?

There are three options for support to complete the Pre-Application:

Follow along with screenshots in the Title I, Part A Guide, beginning on page 33.
Watch a 30-minute video (the first 5 minutes cover the General Assurances).
Register for a workshop between June 22 and June 30 to complete the Pre-Application with OSPI support.
