Title I, Part A Preliminary Allocations
View your LEA’s Title I, Part A, Preliminary Allocation.
The United States Department of Education (ED) released Preliminary FY 2022 State Educational Agency (SEA) and LEA allocations. In calculating the preliminary allocations, ED used income year 2020 Census data.
Final allocations will be released by ED reflecting updates to non-Census data to include Temporary Assistance for Needy Families, State per-pupil expenditure data, and reported data on children in locally operated neglected or delinquent institutions or foster homes. These final allocations will likely be available in July.
Remember that preliminary allocations are provided for planning purposes only.
ESEA Consolidated Grant Pre-Application Launched
The Pre-Application for the ESEA Consolidated Grant Application (CGA) is now available under the “Opportunities” tab in EGMS. The recommended submission date is July 1st. LEAs will apply for Title I, Part A; Title I, Part C; Title I, Part D Subparts 1 and 2; Title II, Part A; Title III, Part A; Title IV, Part A; and Title V, Part B through the CGA in EGMS for SY 2022–2023.

Required Consultation with Tribal Representatives
School districts that receive Title I, Part A funds (or other ESEA funds) and meet the ESEA tribal consultation criteria described in the links below are required to ensure timely, meaningful, and ongoing consultation on issues affecting American Indian and Alaska Native students. Those school districts are also required to consult with appropriate officials from Indian tribes or tribal organizations prior to the school district’s submission of the ESEA Consolidated Grant Application in EGMS. Such consultation shall be done in a manner and in such time that provides the opportunity for officials from Indian tribes or tribal organizations to contribute to such plan meaningfully and substantively.

Out-of-District List for Private Schools Now Available
The 2022–23 Out-of-District Private School List provides information for private schools that have chosen participation in Title I, Part A and Title IV, Part B, and have students who reside in your district’s boundaries but attend a private school located outside the district’s boundaries.
We encourage school district administrators to use this list to contact private schools and assist in identifying students who may be eligible for equitable services. Please keep in mind, these requirements only apply to Title I, Part A and Title IV, Part B.

New Neglected or Delinquent Set-Aside guidance includes a complete list of facilities linked to ESD’s or LEA’s. It was written with an emphasis on equity, and contains plenty of links to more information, resources, and contacts.

Proposal Submissions Open from May 2–June 16
The National ESEA Conference Planning Committee invites all education experts, researchers, authors, and successful practitioners with information of interest to the ESEA audience to submit a presentation proposal. Lifting Up Student Equity & Access in an Ongoing Pandemic World
As in all years, we seek to lift up the most relevant and inspiring, evidence-based presentations that target the needs of disadvantaged youth and the educators, parents, and staff that serve them. Among other timely topics, individuals and groups from secondary education, foster care, migrant education, homeless services, and Special Education areas of expertise are encouraged to submit proposals.

Stabilization funds
OSPI has determined school districts are beneficiaries of State and Local Fiscal Recovery Funds (SLFRF) and they still need to match resources to expenditures. The resources are Revenue 6111–55 for LAP and Expenditures are Program 1155. Reporting reminders
Both the LAP End-of-Year Report in EDS and FP 218 in iGrants have been launched. The technical issues in the End-of-Year Report have been resolved, but if you continue to experience issues, please reach out to Customer Support.
To access funding for the 2022–23 school year, LEAs must complete the following:
(1) FP 218 in iGrants (Deadline September 8, 2022)
(2) End-of-Year Report in EDS (Deadline September 30, 2022)

Updates for 2022–23
We are modifying the CPR process to align with guidance our office has received from state and national partners. Our desire is to refine the process in a way that reduces the burden on LEAs and ensures a meaningful review that that focuses on student supports and outcomes, equitable access, and continuous improvement. This will be a multi-year, phased approach to change the process.
Beginning the 2022–23 school year, the criterion for LEA selection to participate in CPR will be risk-based. OSPI is no longer using a regional selection approach. The LEAs with the highest risk score will participate in desk reviews. As in the past, LEAs will upload documentation in the Program Monitor application within EDS. This updated risk assessment is currently under development. Once the risk assessment criteria are finalized, we will post it on the CPR webpage.
LEAs selected for CPR will be notified by August 2022.
