Governor Inslee signed House Bill 1878 into law on March 4, 2022. The new law requires participation in the USDA Community Eligibility Provision (CEP) for school year 2022–23 in all schools with an Identified Student Percentage (ISP) of 40% based on data from April 1 of the current school year.
When a school’s Free Claiming Percentage (ISP * 1.6 federal multiplier) is less than 100%, state funding will supplement federal reimbursement so that all meals served are reimbursed at the free rate.

Monthly claims are due by the 15th of each month following the claim period. All claims entered in WINS and in OK to Pay status will process for payment at the end of the month.

Correct your Average Daily Attendance (ADA)
Meals claimed in excess of the CAP count for a site will result in a claim error. SSO sponsors should make Average Daily Attendance (ADA) revisions and have specialist approval prior to submitting monthly claims.

Monthly claim data must be in "OK to Pay" status by 5:00 pm PT on the 15th.
- WINS will automatically log all users out of the system on the 15th of each month at exactly 5pm PT.
- Give yourself enough time to input all claiming data, preview errors, correct errors. Completing these steps will help you ensure the claim is in “OK to Pay” status.
- At 5 pm, the claim function is closed. This means that the system does not allow access to claims until after the monthly reconciliation process is complete. This can take up to two business days.

Didn't submit your claim by the 15th? That's okay! Submit your monthly claim by the 60-day deadline.
- Example: The January 60-day claim deadline is April 1, 2022.
- Claim reimbursements that are not entered into WINS or not in OK to pay status will NOT process for payment by the end of the month.
- The 21–22 Claim Processing Dates Information Sheet takes weekends and holidays into consideration for the 60-day deadlines. You may want to print or bookmark this information.
- Refer to the Claims Reference Sheet for details on what to do if you don't submit your claims by the 60-day claim deadline.

Errors must be resolved for claims to be paid. WINS has multiple edit checks to help resolve issues before your claim is submitted.
- WINS edit checks the number of approved operating days for each site to the number of operating days entered in the site claim. If these numbers don’t match, the claim will go into error status.
- Review the Claiming Error Messages in WINS Information Sheet for more details on possible errors.
- Pro-Tip: Always select “Preview Errors” at the bottom of each site claim once information is entered.

The U.S. Department of Agriculture (USDA) recently released SP 08-2022, CACFP 07-2022, SFSP 03-2022: Consolidated Appropriations Act, 2022: Effect on Child Nutrition Programs. (Need Link once available)
This memo provides guidance to Child Nutrition Program operators regarding Sections 740, 751, and 752 of Division A of the Consolidated Appropriations Act, 2021 which:
- Allows the substitution of vegetables, including starchy vegetables, for fruits without including vegetables from other subgroups in weekly menus under the School Breakfast Program (SBP) in SY 2021-22 and SY 2022-23
- Prohibits funds from being used to procure raw or processed poultry products from the People’s Republic of China in Child Nutrition Programs through September 30, 2022
- Provides guidance related to pricing of paid lunches for the National School Lunch Program (NSLP), during school year SY 2022-23
The Appropriations Act of 2022 did not extend the flexibility to offer low-fat (1%), flavored milk in the NSLP and SBP. To continue serving low-fat, flavored milk for the remainder of SY 2021-22, the Meal Pattern Flexibility Waiver must be requested. Please update the SY 21-22 Meal Distribution Plan (MDP) with additional waiver requests.
Beginning July 1, 2022, low-fat, flavored milk may be offered under the transitional meal pattern standards in NSLP and SBP, as well as the Child & Adult Care Food Program and the Special Milk Program to children over age 6.

House Bill 1660 (2020) introduced new requirements around fee waivers for students eligible for free or reduced-price meals or students enrolled in the College Bound Scholarship Program.
Associated Student Body (ASB) clubs and other extracurricular activities are considered local education programs. Annual parental consent is required before free or reduced-price eligibility information can be shared. This includes students who are eligible for fee waivers via their enrollment in the College Bound Scholarship Program (as eligibility for College Bound is based on eligibility for free or reduced-price meals).

As you prepare for School Year (SY) 2022–23 and more traditional operations, the SY 2019–20 School Meals Price Report can assist local education agencies (LEAs) in evaluating paid meal prices for the National School Lunch Program and School Breakfast Program in the state of Washington. The report also includes adult meal pricing, when reported.
OSPI Child Nutrition Services (CNS) collected data submitted in WINS from each LEA in September 2019. Changes in selling prices for meals which may have occurred since the WINS site application was first submitted may not be reflected in this report.

School Meal Programs Annual Training will be held 8/8 & 8/9 at Central Washington University in Ellensburg, WA.
OSPI Child Nutrition Services hosts an annual training for the upcoming school year. This training is meant to enhance your knowledge about the School Meal Programs and allow time for you to connect to other School Food Service Directors around the state. Training is free to attend however participants must pay for meals, parking, and any overnight stays.

ScratchWorks will be hosting a scratch cooking conference on April 24th-26th, 2023 in Austin, Texas. They invite districts to attend that are eager to improve their scratch cooking methods and/or share their successes and challenges with like-minded leaders.

ScratchWorks has funding to support 100 food service directors (or designees), covering conference and travel fees.
May will be the last delivery month for this year and September will be the next available delivery. Please consider your USDA Foods needs when planning your orders.
May orders opened Wednesday, April 6, and will close Wednesday, April 13 at 4 pm.
Surplus orders open Thursday, April 14 at 1pm for groups 1–3, and 2 pm for all other groups. Surplus closes Friday, April 15, at 4 pm.

Confirmation of USDA Foods If you’re scheduled to receive a USDA Foods Delivery, you should receive an appointment confirmation from the carrier. Please remember to reply to the carrier confirming receipt of appointment.
- Deliveries

To update or change your delivery contact person, please complete the Delivery Updates Form.
- Standard USDA food deliveries are wrapped and stacked on pallets no higher than approximately five feet and left at your loading dock for you to remove.
- Carriers will drop pallets at dock or just inside the threshold of your facility if the entrance can accommodate. Any request for removal of product from the pallet or asking the driver to enter the facility will require additional cost and must be arranged in advance.
- If there are delivery discrepancies or damages, you may return those cases with the driver.
