Administrative reviews conducted during the month of January will be done remotely as COVID cases in Washington state continue to rise. We anticipate being back to onsite reviews in February, but we ask for your patience and cooperation in this ever-changing environment.
The state agency is required to complete Administrative Program Reviews to ensure that program operators are:
- In compliance with Program guidelines
- Viable, accountable and capable in operating the CACFP
- Maintaining CACFP records to justify reimbursement for meals served to participants
About Administrative Reviews
Administrative Program Reviews may be conducted as “announced” scheduled visits and/or “unannounced” visits. During the review, the specialist will go over CACFP records for an identified time-period often referred to as the “review month”. Records reviewed include: attendance, meal counts, eligibility forms, menu, special dietary need forms and training documentation.
Financial records will also be reviewed to verify that CACFP funds are spent on allowable program costs and that the sponsor operates a non-profit food service. A meal service will also be observed. At the end of the Administrative Review findings, if any, will be discussed, Technical Assistance provided and/or Corrective Action may be assigned. Ultimately, fiscal action may be taken in the form of an overpayment or an underpayment.

Nicki Christoferson
Congratulations to Nicki Christoferson on her recent retirement that started January 1. During her 30 years of dedicated state service Nicki worked as a Program Specialist for CACFP and covered Snohomish, Skagit and Whatcom counties. Nicki’s expertise and knowledge will surely be missed not only by the sponsors she worked with but also the CNS team. Thank you for your many years of service in Child Nutrition!

Samantha Evans
Samantha has worked with early education programs for the past 30 years, from classroom assistance with preparing, serving, and engaging with children during mealtimes to supporting centers and day care homes with program administration.
In her previous roles, she has worked with Facility Staff and Directors to document, train, and conduct required monitoring activities for early education grants and social services programs. Samantha also worked closely with State agency staff during administrative reviews and technical assistance visits. She was responsible for ensuring annual CACFP applications and required monitoring were completed for her agency. Because of these experiences, she has seen the benefits of CACFP first-hand and understands how critical these programs are to supporting positive outcomes for children, adults, and families.
Samantha’s educational background includes a focus on continuous quality improvement and data analysis and she enjoys learning new skills that support continuous improvements for programs. Samantha is excited to support the Child Nutrition Services Team in the important work of increasing food security and reducing hunger in our communities.

Food and Nutrition Services (FNS) has releasing a Fact Sheet for Managing Virtual Monitoring and Supply Chain Disruptions. This resource is meant to assist Child and Adult Care Food Program (CACFP) program operators navigate the coming year. The Fact Sheet will clarify existing flexibilities available to State agencies and local program operators in meeting the unique needs within your communities.

USDA’s Team Nutrition initiative is excited to announce the availability of 10 new USDA lunch and supper recipes for the Child and Adult Care Food Program (CACFP), available in yields of 6, 25, and 50 servings. These quick-and-easy recipes are standardized to meet the minimum serving amount of at least one meal component for children ages 3 through 5 and 6 through 18 years, and showcase a variety of foods and flavors.
Titles of new recipes include:
- Baked Tilapia Fish Fillets
- Baked Tofu Bites
- Barbecue Beef Sliders
- Crabby Sandwich
- Fish and Veggie Packets
- Meatballs and Marinara Sauce
- Shredded Zucchini and Pasta

A new feature is now available on the Food Buying Guide (FBG) for Child Nutrition Programs Interactive Web-based Tool.
Team Nutrition appreciates receiving your comments on the FBG and works continuously to enhance the user experience. Team Nutrition is excited to announce that users now have the option to view the meal pattern requirements per meal component for a selected Program (NSLP, SBP, Preschool, CACFP, and SFSP) and age/grade group while using the FBG calculator. This feature allows for easy access to helpful meal pattern guidance to assist in creating shopping lists.
