Updated Unified Permanent Child Nutrition Program Agreements have been sent to CACFP institutions over the past few weeks. Some of these agreements have been returned to OSPI due to mailing and/or contact information being out of date. Both Child Nutrition and Sponsors are required to keep a copy of their permanent agreement on file.
Please take time to verify the following information is current in WINS for your organization. This will ensure a copy of your permanent agreement is received.
- Mailing Address
- Street Address
- CACFP Contact(s)
- Contact Title
- Phone Numbers
- Email Addresses
- Responsible Principals
- FEIN
To verify that your address is populating correctly in WINS, view the left bottom portion of your Sponsor Profile page.
If the street name is missing you will need to edit your address to place the street number and street name in the “Address” line.

A printing error in regulations: 7 CFR 226.20(c)(3) has been identified that incorrectly lists the minimum quantity of milk for a snack served to children ages 3-5 as 6 fluid ounces; it should list 4 fluid ounces. USDA is aware of the issue and is working to address it.
Last day to apply for the Farm to School Purchasing Grant!
The Farm to School Purchasing Grant is available to schools, child care centers, and summer meal program operators for the purchase and use of Washington-grown foods in child nutrition programs. Multiple program tracks will be funded according to program type and size to ensure grant funds are accessible to school districts of all sizes, CACFP child care and Tribal early learning centers, and summer meal programs.
The grant is currently open in iGrants and closes today, December 20, 2021, at 4 pm PT!
Application resources are available on the Farm to School Purchasing Grants website. If you haven’t already, complete your application steps as described below:
- Create an account in iGrants, if you do not already have one. You can use the Grant Application Guide for more details. Note: it can take up to 48 hours to set up a new account.
- Use the Application Guide to prepare your responses. The Application Guide includes the information and questions that will be asked in the application.
- Submit responses in iGrants by 4 pm PT on December 20, 2021.

In the Consolidated Appropriations Act, 2021, Congress provided that funds made available by the Appropriations Act cannot be used to procure raw or processed poultry products imported into the United States from the People’s Republic of China for use in the child nutrition programs. This prohibition is extended through February 18, 2022.
For more information, please review the Consolidated Appropriations Act 2021: Effect on Child Nutrition Programs – REVISED memo. Please note, while the expiration date for this prohibition is listed as September 30, 2021, in the memo, this has been extended to February 18, 2022.
Incorporate these Best Practices to be Ready for your Review!
Administrative and Procurement Reviews
Child Nutrition Program Administrative Reviews (AR) & Procurement Reviews are scheduled to resume in fiscal year 21–22 (FY22). Under nationwide waiver #95 the State Agency may conduct the administrative review offsite. A hybrid model of review may be utilized where the records review is conducted offsite and the meal observations onsite will be onsite. It is important to stay organized to be ready for an onsite or remote review that may be conducted anytime during the fiscal year.
Best Practices to Stay Ready for your Review
Incorporate these best practices into your organization’s internal procedures to stay ready for a Procurement or Administrative Review:
- Verify Program documentation is complete and accurate each month.
- Compile Program documentation on a monthly basis.
- Organize documentation by topic and section by month:
- Attendance Rosters
- Meal Counts
- Monthly Eligibility for For-Profit Institutions
- Copy of Claim Submission
- Dated Receipts and Invoices (with non-allowable items marked)
- Payroll Documentation
- Expenditure Worksheet of Allowable Costs
- Keep current eligibility documentation.
- Collect Enrollment & Income Eligibility Applications (EIEA) from all newly enrolled children
- Anticipate when EIEAs are set to expire, and collect a new form from the family
- Establish procurement procedures and update as needed.
- Designate a backup staff member for instances where the person responsible is not available.
